Who we are:

The Department of Education and Early Childhood Development (EECD) plays a pivotal role in advancing educational and operational excellence in New Brunswick through strategic digital transformation. Within the IT Strategy & Business Solutions (ITSBS) Branch, the Manager of Digital Transformation will lead the charge in aligning technology initiatives with the Department's strategic objectives while navigating a complex, multi-stakeholder environment.

The position oversees a talented, multidisciplinary team tasked with driving digital innovation, ensuring scalability, security, and accessibility of IT solutions, and fostering a culture of collaboration and continuous improvement across the department.

What you will do:

The Manager of Digital Transformation will provide strategic leadership and operational oversight for advancing EECD's technology transformation initiatives. The role will include team management, strategic planning, stakeholder engagement, and ensuring that IT investments generate measurable outcomes. Specific responsibilities include:

  • Lead cross-functional planning and alignment of IT modernization, digital transformation, and governance with departmental and government priorities.
  • Oversee a multidisciplinary digital team (including Business Analysts, Digital Leads, Enterprise Strategists, and Web Development Specialists), driving collaboration, performance, and growth.
  • Direct the IT project portfolio to ensure timely delivery, budget alignment, and the realization of defined benefits.
  • Promote a client-centered culture by strengthening partnerships between IT and business teams to ensure responsive prioritization and value-driven delivery of solutions.
  • Establish digital governance standards for project intake, approval, and prioritization.
  • Champion systematic business requirements analysis and implement robust change management strategies to drive the adoption of new systems.
  • Monitor and evaluate project outcomes, ensuring they meet departmental objectives and support continuous improvement.
  • Collaborate closely with Service New Brunswick (SNB) and external stakeholders to ensure scalability, security, and optimization of digital solutions.

Need to have:

  • A bachelor's degree in computer science, software engineering, business administration, or a related field.
  • A minimum of 8 years of related experience, (a minimum of 2 years include supervisory experience).
  • Expertise in digital transformation, IT governance, andproject/portfolio management, with experience in managing complex, multi-stakeholder environments.
  • Strong competencies in IT strategy development, business alignment, and rigorous governance frameworks.
  • Demonstrated experience in managing cross-functional teams and fostering growth and accountability.
  • An equivalent combination of education, training and experience may be considered

Nice to have:

  • A Master's degree will be considered an asset.

Written and spoken competence in English and French is required. Please state your language capability.

Salary:
Pay Band 6: $78,546 - $104,494 annually

Work environment:

  • Office location: 250 King Street, Fredericton
  • Standard hours of work: Monday - Friday, 8:15-4:30
