Who we are:
The Department of Education and Early Childhood Development (EECD) is seeking a dynamic leader to serve as the Registrar of Teacher Certification, a role that plays a critical part in shaping the future of education in New Brunswick.
Teaching is a regulated profession across Canada. In New Brunswick, every educator entering a classroom must meet either interim or a permanent provincial certification standard to ensure students receive high-quality instruction and support. The Teacher Certification Branch is responsible for safeguarding these standards and ensuring that educators entering and advancing within the profession are appropriately qualified.
This role offers a unique opportunity to combine policy leadership, credential expertise, and people leadership while working with partners across the education system to support a strong and sustainable teaching workforce.
What you will do:
Reporting to the Assistant Deputy Minister of Policy, Strategic Planning and the Project Management, the Registrar provides leadership and direction to the Teacher Certification Branch.
In this role, you will guide the evaluation of academic and professional credentials for individuals seeking teacher certification in New Brunswick, including applicants from other provinces and internationally educated teachers. Your work will ensure that certification decisions are consistent, fair, and aligned with provincial standards while supporting a positive and client-focused experience for applicants.
You will oversee and guide evaluations of teaching experience, professional learning, and coursework related to certification decisions, upgrades, and leadership credentials, while upholding New Brunswick's standards and ensuring that those entering the profession are appropriately qualified and prepared to support student success.
Key responsibilities:
- Provide strategic leadership and operational direction for the Teacher Certification Branch, ensuring the integrity, consistency, and effectiveness of the provincial teacher certification framework.
- Guide and oversee certification decision-making, ensuring evaluations of credentials and experience are consistent, fair, and aligned with provincial legislation, policies, and professional standards.
- Exercise regulatory authority in the review and approval of teacher certification applications, including certification upgrades, coursework approvals, and salary determinations.
- Provide strategic advice and recommendations to senior leadership and the Minister on teacher certification matters, emerging workforce trends, and regulatory considerations affecting the profession.
- Lead the review of complex certification matters, including files involving the suspension or revocation of teacher certificates and ensuring decisions align with legislative and regulatory requirements.
- Represent New Brunswick in provincial and national forums related to teacher certification, educator mobility, and professional standards across jurisdictions.
- Cultivate strong partnerships with key education stakeholders, including universities, school districts, and provincial teacher organizations (AEFNB ¿ NBTA | NBTF ¿ FENB), by providing guidance on certification requirements, regulatory matters, and policy considerations.
- Contribute to national initiatives and interjurisdictional collaboration, including participation in Pathway to Teach Canada and the Council of Ministers of Education, Canada (CMEC).
- Lead and develop a high-performing team, providing direction, coaching, and performance management while fostering a culture of collaboration, accountability, and service excellence.

Your attitude, skills and interests are just as important as your area of study. We are looking for diverse backgrounds that bring a combination of the following:
Need to have:
- A bachelor's degree in public administration, or a related field with a minimum of five (5) years of related experience in regulatory and policy leadership, including supervisory or management experience.
- A master's degree would be considered an asset.
- An equivalent combination of education, training and experience may be considered
Written and spoken competence in English and French is required. Please state your language capability.

Salary:
Education Program Officer 3: $70,512 - $85-358 annually
Work environment:

- Standard hours of work: Monday - Friday, 8:15-4:30
