Who we are:
The Department of Education and Early Childhood Development (EECD) is seeking to fill the role of Data Strategist, reporting to the Director of Strategic Alignment & Project Management Office (SAPMO). The Data Sharing Platform (DSP), built on Microsoft Fabric, is the department's central environment for linking, managing, and sharing education data across early childhood and K-12.
SAPMO is part of the Policy, Strategic Planning & Project Management Office (PSPPMO) Division, alongside Policy & Legislative Affairs, Teacher Certification, and Corporate Data. Together, the division provides integrated support for strategic planning, performance measurement, data governance, analytics, and legislative alignment across the education system.
The Data Sharing Platform Lead will play a key role in strengthening the department's ability to use high-quality, well-governed data to support planning, monitoring, evaluation, business intelligence, and emerging artificial intelligence and machine learning initiatives.
What you will do:
The successful candidate will serve as the department's technical lead for building and maintaining the data infrastructure that supports the Data Sharing Platform (DSP) in Microsoft Fabric. This role is responsible for designing, developing, and optimizing pipelines, dataflows, storage structures, and models that enable EECD to link, integrate, and use data from multiple systems across early childhood and K-12.
Key responsibility areas within the unit include:
Build and maintain the technical data environment
- Design, develop, and optimize data pipelines, dataflows, and integrations that connect departmental systems to Microsoft Fabric.
- Integrate and extract data from on-premises systems (e.g., SQL Server, Oracle) and cloud-based sources using gateways, APIs, secure exports, or direct queries.
- Develop and maintain Lakehouse tables, warehouse models, and semantic models that support analytics and reporting.
- Develop and optimize data transformations using SQL, Python, or other data engineering languages to clean, validate, and shape data from multiple systems.
Enable data integration and automation
- Collaborate with source system analysts and developers to understand data models, business rules, and integration requirements.
- Integrate data from diverse operational systems using APIs, secure exports, or automated pipelines.
- Translate business rules into clear transformation logic so that datasets accurately represent how programs and systems operate.
- Build and maintain the automated processes that extract data from systems, transform it into the right structure, and load it into the platform (ETL/ELT).
- Implement and monitor automated data refresh processes, ensuring reliability, performance, and error resolution.
- Troubleshoot data ingestion issues and collaborate with SNB and system owners to resolve root causes.
Optimize data structures for analytics
- Develop dimensional data models and multi-dimensional structures to support efficient dashboards, reports, OLAP-style analytics, and advanced analytics across the department.
- Collaborate with Corporate Data Analytics to structure data in ways that improve accuracy, usability, and performance.
- Optimize queries, models, indexing, partitioning, and refresh strategies to improve performance, scalability, and efficiency across large datasets.
Implement technical security and quality controls
- Apply role-based access controls, row-level security, and privacy protections within Fabric data models.
- Develop quality checks, validation steps, and monitoring to ensure data accuracy and completeness.
- Document data lineage, transformations, and architecture to support transparency and operational continuity.
- Maintain technical metadata, data dictionaries, and lineage documentation to support clarity, consistent use, and operational continuity.
Support platform governance and continuous improvement.
- Provide technical insight to support governance standards set by the DSP Lead.
- Implement data architecture and modeling decisions in alignment with departmental requirements.
- Identify opportunities for modernization, automation, and improved performance in the data environment.
- Work with SNB and internal IT partners to resolve technical issues, support infrastructure upgrades, and maintain a stable environment.
Who you are:
This role requires someone who enjoys the technical craft of building enterprise data systems. You are comfortable with SQL, Python, or similar data engineering tools, designing data models, developing cloud-based pipelines, working with both on-premises and cloud data environments, and solving complex technical problems. You understand how to pull data from multiple systems and how to structure it so it can be trusted and used across the department and districts. You are detailed oriented, methodical, and thrive in an environment where you can design, troubleshoot, and optimize data systems that support evidence-based decision-making.

We are looking for diverse backgrounds that bring a combination of the following:
Essential Qualifications:
- Bachelor's degree in computer science, Information Systems, Data Engineering, Statistics, or a related field.
- Minimum four (4) years of relevant experience in data engineering, database development, cloud data platform development, and/or integrating data from operational systems, which may include:
- Building or maintaining data pipelines, ETL/ELT processes, or integrations.
- Designing or optimizing data models, warehouses, lakehouses, or semantic models.
- Writing and optimizing data transformations using SQL, Python, or similar data engineering languages.
- Experience working with cloud-based data platforms (i.e., Microsoft Fabric, Azure, AWS).
- Experience integrating data from multiple operational systems (e.g., APIs, exports, databases).
- Experience extracting or integrating data from SQL Server, Oracle, or similar database platforms.
- An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required. Please state your language capability.

- Experience with Microsoft Fabric (Data Factory, Lakehouse, Warehouse, Semantic Models).

- Experience with database performance tuning.
- Experience with Git, DevOps, or version control.

Wage:
Pay Band 6 - $78,546 - $104,494 annually.
Work environment:
- Office location: Place 2000, 250 King Street, Fredericton.
- Travel to school districts, schools or early learning childcare facilities may be required depending on the nature of the audits.
- Possibility of remote work within New Brunswick.
- Standard hours of work: Monday - Friday, 8:15-4:30.
