The Department of Agriculture, Aquaculture and Fisheries (DAAF) is seeking an individual to join the Crop Sector Development Branch as Registrar / Manager of the Farm Land Identification Program (FLIP). This position is located in Fredericton, however, an alternate DAAF office location may be considered.
As a member of the Crop Sector Development team and reporting to the Director, the successful candidate will be responsible for managing the administration of the Farm Land Identification Program. Responsibilities will include the following: reviewing requests for properties to be placed into the Program, performing site inspections, and auditing and making final determinations of eligibility for property tax deferrals; supervising and providing leadership to two FLIP Officers, including work planning, establishing priorities, and managing performance; liaising with Finance and Treasury Board and Service New Brunswick Assessments on FLIP related issues to determine efficiencies and provide information to Senior Management; liaising with Information Technology experts to increase efficiency of the FLIP database; identifying and implementing FLIP administrative improvements and assisting with regulatory reviews of the Program; assisting with related initiatives and projects as required; and performing other related duties as required. In addition, the successful candidate will fulfill duties, functions and responsibilities of the FLIP Registrar.
ESSENTIAL QUALIFICATIONS: A Bachelor's degree in Science related to land, soils, geology, geomatics or resource management, or a Bachelor's degree in Business Administration or Commerce; a minimum of five (5) years of related work experience, including a minimum of two (2) years of experience working with mapping and database systems along with land information and Geographic Information Systems; and a minimum of two (2) years of experience in a client service environment. An equivalent combination of education, training and experience may be considered.

ASSET QUALIFICATION: Preference may be given to candidates that demonstrate one or more of the following: experience working with the New Brunswick land registration and taxation systems; field experience in soil classification for forestry, agriculture, or wetland systems. Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.
OPERATIONAL REQUIREMENTS: Travel throughout the province as required, including overnight stays; performing site inspections in farm and forestry environments which may include working on all types of terrain and in inclement weather; providing back-up to the FLIP Officers as required; possession of a valid class 5 driver licence as issued by the Province of New Brunswick or equivalent.

SALARY: $67,600 to $94,406 per annum
