Job Title: Project ManagerJob ID: MK391259728Location: Winnipeg, MBOverview:One of our client's projects was to establish a team to reduce surgical waitlists and support access to care in Manitoba. Their vision is to eliminate the diagnostic and surgical backlog resulting from the COVID-19 pandemic in the province. The team includes individuals with expertise related to surgical and diagnostic services, governance, analysis and evaluation, and project management. The task force is comprised of a steering committee and a project team. The steering committee is comprised of citizens, patients, indigenous representatives, front-line care providers and provincial clinical specialty leaders. They will address wait-lists for diagnostic and surgical procedures, as well as related services affected by the COVID-19 pandemic. This will include identifying the priority needs of patients and implementing local and out-of-province services as a temporary initiative to offer the safest and most timely health-care solutions available. They work closely with health-care experts across the system to identify and implement short- and long-term solutions to deal with the wait-lists. What you will be doing:
  • Project initiation and planning.
  • Budget development, tracking, and variance reporting.
  • Resource planning and assignment.
  • Stakeholder analysis to identify the key project Stakeholders and their expectations.
  • Project tracking and status reporting.
  • Issue management, including issue logging, tracking, and escalation.
  • Project change management, utilizing the change control process to manage changes to project scope, budget, and schedule.
  • Quality management, including review and assurance of deliverables prior to acceptance.
  • Risk management, including risk assessment, contingency planning, tracking risk status, and initiating contingency plans.
  • Communication management, including communication planning and execution of the plan.
  • Deliverable acceptance process, including identification of who will be accepting project deliverables and the process that will be used.
What you must have:
  • Valid Project Management Professional (PMP) certification. Proof of the certification is requested with the response.
  • Valid Prosci Organizational Change Management certification. A copy of the certification is requested with the response.
  • 10 years' experience as a Project Manager including budget creation and cost tracking, assignment of resources and managing interdependencies in delivering a combination of technology, business and process change, in a complex sector such as healthcare, financial services or other public sectors. The response should include at least 3 examples, including duration of the project or work that totals at least 10 years.
  • 5 years' managing projects that incorporated organizational change management strategies and plans, using a structured methodology such as Prosci. The response should include at least 3 examples, including the duration of the project or work, totaling at least 5 years, and specifying the methodology applied.
  • 5 years' experience managing changes to healthcare services including creating project plans and liaising with clinical stakeholders. The response should include at least 2 examples including duration of the project or work that total at least 5 years. At least 1 example should include reviewing changes with senior leadership (C-level or higher) to obtain feedback and approval.
  • 5 years' experience implementing large transformational projects including organizational and service redesign projects. The response should include at least 2 examples including duration of the project or work that totals at least 5 years. Please specify the organizational or service redesign component.
  • 6 years' experience leading a project management office in the public sector. Experience should include setting and managing strategy for the PMO and overseeing project delivery. The response should include at least 2 examples, including duration of the project or work that totals at least 6 years.
  • 5 years' experience leading large-scale projects within a healthcare organization. Experience should include both project and program management roles. The response should include at least 2 examples, including duration of the project or work that totals at least 5 years.
  • 5 years' experience providing program or project leadership of large business transformation activities, including planning and program/project management, working with executive leaders, oversight of project managers/team leaders, organizational change management, risk management, and reporting to executive sponsors. The response should include at least 2 examples including duration of the project or work that total at least 5 years.
