Salary: $101,475.00 - $120,205.00/Year Job Type: Permanent Full Time Closing Date: November 4, 2026 Position Overview:The Manager, Digital Solutions, is responsible for the delivery and ongoing management of the City's enterprise applications, digital solutions, and data and information management functions. This role ensures that corporate systems—including major enterprise systems and other business applications—are reliable, secure, and aligned with strategic and operational objectives.
The position provides oversight for application lifecycle management (on-premises and SaaS) including major systems administration (e.g. ERP, Asset Management, ePermitting), application, AI and integration solution development, project execution, reporting and analytics, and information management practices. The role serves as a key liaison between Information Technology and service areas to ensure that technology solutions effectively support business outcomes and service delivery.
This position balances governance, solution design, and delivery with hands-on oversight of systems, vendors, and projects.
Key Responsibilities
Digital Solutions and Applications Management
•Manage support, administration and lifecycle of the City's portfolio of enterprise applications and integrated systems
•Manage the reliability, performance, and lifecycle management of both on-premises and SaaS platforms
•Manage application, AI and integration development, support, troubleshooting, and escalation processes in coordination with service delivery teams
•Design and architecture of business solutions and applications, translating business requirements into secure, scalable, and supportable technology solutions aligned with enterprise standards
Enterprise System Administration
•Manage major system administration, including configuration, integrations, security roles, and data structures
•Manage stability, optimization, and alignment with business processes
•Manage and approve system upgrades, enhancements, and vendor-delivered changes
•Manage long-term sustainability and continuous improvement of enterprise systems
Business Solutions and Relationship Management
•Act as the primary point of contact between IT and service areas for business applications and digital solutions
•Partner with departments to understand operational needs and translate them into technology-enabled solutions
•Establish and manage prioritization of initiatives, ensuring alignment with corporate strategy and governance
•Promote user adoption and effective use of enterprise systems
Project and Delivery Management
•Drive application and digital solution projects
•Ensure projects are delivered in alignment with approved scope, timelines, and resources
•Manage internal teams, vendors, and external partners to achieve project outcomes
•Maintain project documentation, reporting, and governance practices
Reporting and Analytics
•Own the development and delivery of corporate reporting and analytics solutions
•Ensure data is accessible, reliable, and aligned with business and reporting requirements
•Lead the development of dashboards, operational reporting, and decision-support tools
•Collaborate with stakeholders to define reporting priorities and standards
Information Management
•Collaborate in the development and oversight of information management practices
•Ensure compliance with municipal, legislative, and policy requirements related to IT information governance
•Manage data classification, retention, and lifecycle management practices
•Promote sound information stewardship across the organization
Vendor and Contract Management
•Manage relationships with software vendors, SaaS providers, and implementation partners
•Manage vendor performance, deliverables, and contractual obligations
•Coordinate procurement and renewal activities for applications and related services
Governance, Risk and Compliance
•Ensure solutions align with IT governance, security standards, and municipal policies
•Identify and manage risks related to applications, AI, data, and digital solutions
•Support audit readiness, documentation, and compliance activities
Team Management
•Responsible for team development and performance management for direct reports
•Support workforce planning, role clarity, and skill development within the team
•Foster a collaborative, service-oriented, and accountable work environment
•Promote continuous improvement and innovation in service delivery
Essential Qualifications:Education & Experience
•Undergraduate degree in Information Technology, Computer Science, Business Technology Management, or a related field
•Minimum of 7 years of progressive experience in enterprise applications, digital solutions, and information management
•Experience with Enterprise systems (e.g., financials, HR/payroll, procurement) and integrated platforms
•Experience leading projects and managing cross-functional teams and vendors
Knowledge, Skills & Abilities
•Strong understanding of enterprise applications (SaaS and on-premises environments), development and methodologies
•Demonstrated experience in business relationship management and solution delivery
•Strong understanding of project management methodologies and governance practices (Project Management Professional)
•Experience with reporting, data management, and analytics solutions
•Understanding information management principles
•Strong communication and stakeholder engagement skills
•Ability to translate business needs into practical technical solutions (technical architecture and solution design)
Pre Requisites
•Must be Security Cleared as per City standards
•Must take Oath of Confidentiality
•Must have a valid Class 5 Driver's License
