Under the direction of the designated IT Manager, the Application and Integration Technical Analyst is a technical lead responsible for system architecture, data strategy, and integration frameworks, ensuring the reliability, scalability, and security of critical business systems. This role champions a portfolio of SaaS (i.e., cloud-based) and on-premise applications, modern ERP solutions, integrations, data management, and reporting platforms. This role reinforces the organization's transition to modern platforms by assisting in establishing support processes, knowledge, and controls.

• Create solution architecture and designs, technical plans, and execute application and IT service changes and enhancements to address business needs and deliver required capabilities
• Architect, build and maintain SaaS and on-premise applications and modern platforms (e.g., ERP), including configuration, troubleshooting, vendor escalation, and application lifecycle activities (e.g., upgrades, releases, deprecations)
• Architect, build and maintain a hybrid integration platform, utilizing web services or RESTful-based integrations and APIs
• Architect, build, and maintain data infrastructure and data management frameworks, to enable the City's business intelligence reports and dashboards
• Monitor assigned application, integration, data and business intelligence service health and usage; resolve incidents, track service levels, and drive improvements to stability, performance, and user experience
• Administer identity, access, and licensing for applications (e.g., roles and permissions, provisioning) in alignment with governance and audit requirements
• Administer and monitor security configurations and controls to ensure compliance with applicable policies and standard operating procedures
• Produce production-ready solutions with appropriate test planning and coverage; identify and mitigate delivery and operational risks throughout the solution lifecycle
• Maintain solution integrity through clear documentation, knowledge sharing, and operational readiness practices
• Contribute to the development and implementation of relevant IT policies, standards, and operating procedures within the team's technical domain
• Collaborate effectively with IT team members, customers, vendors, and other stakeholders
• Adapt quickly to new platforms and translate vendor/product concepts into internal support practices
• Contribute to roadmaps for solutions within this role's technical domain
• Participate in an after-hours support rotation; additional after-hours work may be required for planned maintenance and releases?

Essential Qualifications:

Must be Security Cleared. Must take Oath of Confidentiality. Must have Class 5 driver's license.

Essential Qualifications

• Demonstrable ability to support and administer production business applications (triage, troubleshooting, root-cause analysis, and resolution) within an ITSM/ticketing environment, including effective vendor coordination/escalation
• Proficient with Windows 11+ and Microsoft productivity tools: Microsoft 365 and Teams
• 5+ year working knowledge of SaaS application administration concepts (configuration, releases/changes, access management, user support)
• Proficient knowledge in identity, access management and modern security concepts (RBAC, SSO/MFA concepts, provisioning/deprovisioning)
• 5+ year demonstrable experience working with modern ERP environments and related business process domains (e.g. Dynamics 365, Oracle Fusion, Workday, SAP)

5+ year demonstrable experience with data and analytics tools, including:
• BI/Reporting platforms: Power BI, Tableau, Looker, SSRS, Cognos, Crystal Reports
• Spreadsheet analytics: Advanced Excel (pivot tables, VLOOKUP, Power Query, macros)
• Database querying and transformation: dbt, SQL (writing queries, joins, stored procedures)

5+ year demonstrable experience in data concepts such as:
• Data warehousing and ETL/ELT processes
• Data modeling
• Data governance, quality, and integrity principles
• Master data management (MDM)

5+ year demonstrable experience in analytics and reporting skills, including:
• Building dashboards, KPIs, scorecards
• Ad hoc and scheduled report development
• Data visualization
• Descriptive, diagnostic, and predictive analytics

5+ year demonstrable experience in web services/integrations (e.g., REST, SOAP, JSON) and/or middleware/iPaaS
• API data extraction and transformation
• Data mapping and field-level transformation between systems
• Integration monitoring and log analysis

5+ year demonstrable working knowledge of web application development skills:
• HTML5, CSS3, JavaScript
• Front-end frameworks: React, Angular
• Server-side languages: C#/.NET, Java, Python, PHP
• RESTful API design and development
• MVC patterns
• Relational and NOSQL DBs: SQL Server, PostgreSQL, MySQL, Oracle, MongoDB
• Version control and CI/CD frameworks

• Demonstrable working knowledge of cybersecurity best practices relevant to applications, integrations, and reporting
• Ability to map business processes and document solutions (process mapping and architecture drawing tools such as Visio or ArchiMate)
• Proficient working knowledge in software delivery/change practices: requirements clarification, testing/UAT support, release/change coordination, application lifecycle management, development methodologies
• Strong problem-solving, analytical, and troubleshooting skills
• Strong written and verbal communication skills, including the ability to explain technical concepts to non-technical stakeholders
• Proven ability to collaborate effectively with IT teams, customers, vendors, and outside agencies; build and maintain productive working relationships
• Ability to work with a high degree of independence, judgment, and initiative while managing competing priorities and deadlines
• Ability to respond effectively in emergency situations; remain calm and coordinate response activities as needed
• Demonstrable continuous learning mindset and curiosity regarding current technological trends relevant to the role

Assets

• M365 administration and/or Microsoft Purview implementation experience and administration (information governance / document management)
• Microsoft identity implementation (e.g., Entra ID, SSO integrations, provisioning patterns)
• Experience with document/content repository systems (e.g., Laserfiche, eScribe, or similar)
• Mobile application development and support experience (iOS/Android)
• Solution monitoring/observability practices (alerts, logs, dashboards) and experience using application/integration monitoring tools (e.g. Splunk, Datadog, Dynatrace or similar)
• Experience participating in software/project implementations and familiarity with project management methodologies
• Experience in a municipal or broader public sector environment is strongly preferred.

EDUCATION, TRAINING & EXPERIENCE

• Degree in Information Technology, Computer Science, Information Systems, or a related field.
• Over 5 years of technical and operational acumen gained through progressive training and experience working with IT SaaS, modern ERP platforms and on-premise applications, databases, integrations and reports/dashboards.
• Demonstrated experience leading complex data migration and system implementation projects.
• Number of years of IT field experience combined with education and certifications will be considered in the hiring process.
• A technical assessment will be administered to evaluate proficiency in the required skills.
