About the Department/Region
Context: The Eastern Region maintains and supports approximately 3,500 NL Housing rental properties on the Avalon and Burin Peninsulas through offices in St. John's (Avalon) and Marystown. The region provides a wide range of services, including receiving and processing rental applications; administering rental accounts and lease compliance provisions; providing various client services and tenant relations including eviction prevention, and monitoring, facilitating and administering property maintenance. A variety of programs designed to support low to moderate income households and homeowners are also delivered. Regional staff members are involved in the delivery of the Provincial Home Repair, Home Modification, Home Energy Savings, Partner Managed Housing, and Rent Supplement Programs.

Salary Scale: $52,062 to $57,616 per annum (CG-26, $25.03 to $27.70 per hour), 40-hour work week
Duties:
The incumbent performs skilled repair, maintenance, and refurbishment work on NL Housing residential units, including preparing vacant units for occupancy. Duties include plastering, painting, drywall repair, and general carpentry such as repairing and replacing doors, windows, flooring, siding, and cabinetry, as well as minor construction work. The role also involves basic plumbing repairs, including installing and repairing fixtures, clearing blockages, and identifying leaks. Work may include mold and mildew remediation and minor asbestos abatement in accordance with safety standards.
Additional responsibilities include completing minor electrical-related tasks, ensuring safety systems are operational, and performing interior and exterior repairs using appropriate tools and equipment. The incumbent estimates materials and labour, maintains records, and communicates professionally with tenants while working in occupied units. Other related duties, including seasonal tasks, may be required.
Screening Criteria
Completion of a Carpentry, Painting and Decorating, or Renovation Technician program (equivalencies may be considered).
Experience in residential plastering and painting.
Experience in residential carpentry, maintenance, or construction.
Experience in basic plumbing.
Journeyperson Certificate of Qualification in Carpentry or Painting & Decorating is considered an asset.
Assessment Criteria
Knowledge of plastering and painting practices, including the use and care of tools.
Knowledge of carpentry methods and practices, including the use and care of tools.
Knowledge of basic plumbing practices, including the use and care of tools.
Knowledge of the National Building Code is considered an asset.
Ability to estimate materials, supplies, and labour.
Ability to effectively exchange information.
Ability to work independently and manage time and tasks efficiently.
