About the Department/Region
Context:
The Eastern Region maintains and supports approximately 3,500 NL Housing rental properties on the Avalon and Burin Peninsulas through offices in St. John's (Avalon) and Marystown. The region provides a wide range of services, including receiving and processing rental applications; administering rental accounts and lease compliance provisions; providing various client services and tenant relations including eviction prevention, and monitoring, facilitating and administering property maintenance. A variety of programs designed to support low to moderate income households and homeowners are also delivered. Regional staff members are involved in the delivery of the Provincial Home Repair, Home Modification, Home Energy Savings, Partner Managed Housing, and Rent Supplement Programs. As of March 31, 2021, the corporation funds 1161 rent supplement units in the Eastern Region

Salary Scale: $51,615 to $57,330 per annum (CG-30, $28.36 to $31.50 per hour), 35-hour work week
Duties:
Reporting to the Manager, Rental Housing, the incumbent provides professional, front-line service in the administration of a large portfolio of rental accounts. Responsibilities may include assessing and determining client eligibility for programs and services, completing lease administration (including renewals and changes), conducting periodic reviews, and managing rental arrears and account adjustments. The incumbent serves as a primary point of contact for tenants, responding to enquiries, providing guidance on tenancy obligations and budgeting, and supporting eviction prevention through client engagement, referrals, and collaboration with internal staff and external agencies.The role involves investigating complaints, mediating tenant issues, and preparing recommendations on actions such as eviction. The incumbent represents the organization at Residential Tenancies hearings and liaises with government departments and community partners on client matters. Additional duties include conducting property inspections, addressing life safety, medical, and accessibility concerns, preparing reports and correspondence, and supporting program delivery. The position requires managing sensitive information, responding to complex client needs, and contributing to policy, committees, operational initiatives and other duties as required.
Screening Criteria
Completion of a bachelor's degree in a related social sciences or business administration (equivalencies will be considered)
Experience in the delivery of human services and/or rental housing services
Experience managing client accounts
Experience determining eligibility for programs or services (asset)
Experience in community partnerships (asset)
