The Air Terminal Project Manager is responsible for the management of capital projects which improve, enhance, rehabilitate, or expand the infrastructure of the Air Terminal Building (ATB) and other buildings at the Halifax Stanfield International Airport (HSIA).
Responsibilities
The Project Manager, Air Terminal Building oversees and manages all aspects of the planning, budgeting, design, development, and construction of building projects assigned by the Director, Infrastructure. This includes:
Interaction with project stakeholders to prepare a detailed definition of project scope and preliminary schedule. Works closely with interdepartmental teams as required to ensure the successful delivery of projects
Ongoing coordination with project stakeholders, both internal and external to HSIA, from project initiation to project completion
Preparation of project approval documents
Identification of design consultant requirements
Preparation of required RFPs for design services
Lead the process of reviewing proponents' proposals, and make recommendations to the Director, Infrastructure to award design contracts. Engage other departments as appropriate in the selection process
Oversee, coordinate, and review the work of consultants through the design phase to ensure the final design meets the requirements of the project
Review design with project stakeholders at the appropriate stages of development
Work collaboratively with the Procurement department throughout the construction tendering process. Lead site visits and respond to technical questions from bidders. Develop tender addenda as required. Review bid documentation and makes recommendations to the Director, Infrastructure prior to the award of construction contracts
Oversee the execution of construction contracts and ensures contractor compliance with the contract. Review submittals, inspect work, and ensure contractors have a safety program in place
Issue change orders, and coordinate construction activities with ongoing airport operations
Manage commissioning and testing plans and facilitates the transition from construction to operation. Manage deficiency lists and completes closeout of contracts
Manage the project budget through the duration of the project. Track actual costs versus budget and regularly updates the forecast cost. Immediately identify budget issues to the Director, Infrastructure. Track project progress against the schedule and takes prompt action to address delays. Identify schedule issues to the Director, Infrastructure as soon as they are known
Communicate project status regularly and clearly to project stakeholders and management
Ensure that all projects are delivered in accordance with all applicable regulatory standards and meet the required specifications of the utility service providers
Under the supervision of the Director, Infrastructure conducts investigations, infrastructure condition assessments, and planning studies as required in support of the HIAA capital program
Provide technical and engineering support to leasing activities in the Air Terminal Building
Qualifications
- Bachelor's Degree in Engineering. A combination of post-secondary related education and experience may be considered.
- Minimum five (5) years' experience in the building construction industry
- Thorough understanding of all phases of construction projects in buildings (planning, design, tendering, construction, project completion)
- Broad knowledge of construction practices and techniques
- Detailed understanding of construction contracts
- Comprehensive knowledge of Occupational Health & Safety, especially with regards to construction safety matters
- Ability to read, understand, interpret, and analyze engineering and architectural drawings and specifications
- Advanced project management skills
- Experience working in a construction management environment
- General understanding of the LEED Rating System
- Technical knowledge of mechanical systems, electrical systems, architectural matters, and building structures
- Familiarity with building and fire codes
- Excellent understanding of project budgets and capital program management
Demonstrated ability to work with minimal supervision and prioritize work
Demonstrated ability to learn and apply new skills and knowledge
Demonstrated ability to communicate verbally and in writing
Demonstrated ability to manage multiple priorities within a dynamic and changing environment
Demonstrated ability to plan, organize and follow-up

Strong computer skills and experience with MS Office and Outlook
