The Airside / Groundside Project Manager is responsible for the management of capital projects which improve, enhance, rehabilitate, or expand the infrastructure and facilities of airside and groundside properties at the Halifax Stanfield International Airport (HSIA).

Responsibilities

  • The Project Manager, Airside / Groundside oversees and manages all aspects of the planning, budgeting, design, development, procurement and construction of airside and groundside infrastructure projects assigned by the Airside / Groundside Infrastructure Manager. Responsibilities include:

    • Interact with project stakeholders to develop a detailed project scope definition and preliminary schedule

    • Coordinate with internal and external stakeholders, both within and outside HSIA, from project initiation through completion

    • Develop project budgets and prepare internal project approval documentation

    • Identify design consultant requirements

    • Prepare requests for design services in coordination with the HIAA Contracting and Procurement team; respond to proponents' queries and develop addenda as required

    • Lead the evaluation of proponents' submissions and make recommendations for award, engaging other departments as appropriate in the selection process

    • Oversee, coordinate, and review the work of consultants throughout the design phase to ensure the final design meets project requirements

    • Ensure all projects are delivered in accordance with applicable regulatory and construction codes, standards, and guidelines

    • Confirm that projects adhere to airport operational, security, and safety requirements, including full compliance with the HIAA Contractor Safety Management Program

    • In coordination with the HIAA Contracting and Procurement team, issue construction tenders or requests for quotations; lead site visits; manage or respond to technical questions from bidders; and develop addenda as required

    • Lead the evaluation of bids and make recommendations for contract award

    • Oversee the administration and execution of construction contracts and ensure contractor compliance with contractual requirements

    • Manage or undertake the review of construction submittals, responses to requests for information, and the negotiation and administration of change processes

    • Conduct regular site reviews to monitor construction progress, quality and safety

    • Coordinate construction activities with ongoing airport operations to minimize operational impacts

    • Manage commissioning and testing activities and facilitate the transition from construction to operations, including deficiency management and contract closeout

    • Track, manage, and forecast project budgets and schedules throughout the project lifecycle, promptly identifying and addressing issues or risks

    • Administer contract change processes for service providers and vendors, issuing change orders or amendments as required

    • Communicate project status clearly and regularly to stakeholders and senior management

    • Prepare regular project status reports during execution, and closeout summary reports at completion

  • Initiate and oversee conduct investigations, infrastructure condition assessments, and planning studies as required in support of the HIAA capital program

  • Provide support and technical advice regarding airside and groundside infrastructure to other HIAA departments and airport tenants as required

  • Work closely with the HIAA Airside Services, Airport Facilities and Sustainability & Risk teams to ensure the ongoing integrity of the airfield pavement structures, glycol collection systems at the de-icing facilities, storm water management systems, and sanitary systems

  • Review, and coordinate the same for HIAA stakeholders, applications from airport tenants to construct, modify or alter airside and groundside infrastructure.

Qualifications

  • Completed post-secondary education in a civil construction related discipline, preferably a Bachelor's Degree in Civil Engineering. Registration, or eligibility to register, with Engineers Nova Scotia is considered an asset.

  • Minimum seven (7) years' direct experience in construction or engineering consulting.

  • Strong knowledge of project management methodologies, including budgeting, financial management and service provider management.

  • Understanding of all phases of infrastructure projects (planning, design, tendering, construction, commissioning, and project close-out) of varying scale, scope, and complexity.

  • Demonstrated experience with different procurement strategies, such as the preparation of detailed requests for proposal, requests for quotation and tender documents, as well as the methodical evaluation of resulting submissions by proponents/bidders.

  • Ability to read, understand, interpret, and analyze design and construction drawings and specifications.

  • Technical knowledge of civil works and related infrastructure maintenance practices, techniques and methodologies, and general understanding of electrical site infrastructure, mechanical systems, process systems, and building structures.

  • Experience with management of design and construction contracts to ensure conformance with requirements and objectives.

  • Comprehensive knowledge of Occupational Health & Safety Standards and typical environmental controls and mitigation, especially with regards to construction matters.

  • General understanding of the aviation industry, while in-depth knowledge of airport operations and aerodrome technical requirements (e.g. TP 312) is considered an asset.

  • Exceptional written and verbal communication skills.
