JOB SUMMARY:
Reporting to the Director of the Restigouche Hospital Centre, the Non-clinical Manager plans, organizes, coordinates and supervises the non-clinical activities of the staffing office, float teams and administrative support staff under their responsibility. They directly supervise staff in the staffing office and provide administrative oversight of float teams, which report to unit managers on a day-to-day basis. The incumbent is also responsible for managing administrative support staff (unit clerks, secretaries, administrative assistants and non-clinical coordinators) and ensuring the quality, continuity and efficiency of services offered.
The incumbent supports clinical managers by coordinating staffing and ensuring the availability of non-clinical resources required for optimal unit operation. They act as a resource person and liaison between the units, the staffing office and senior management. They also coordinate activities related to the recruitment and integration of staff members, ensure the required administrative follow-up, and contribute to the continuous improvement of administrative practices and the optimization of resources.
REQUIREMENTS:
- Undergraduate university degree in administration or any other combination of training and experience deemed equivalent;
- Minimum of two (2) years of experience in human resources management or in service coordination, preferably in a unionized environment;
- Significant experience in a hospital environment (e.g. at Vitalité Health Network), including team supervision and coordination responsibilities (ideally three years or more);
- Experience in staffing, schedule planning and administrative management considered an asset;
- Very good knowledge of IT tools and office software (MS Office suite, Internet);
- Demonstrated ability to use evidence and performance indicators in decision-making;
- Knowledge of analytical tools or demonstrated ability to develop them;
- Proven management skills, including planning, organization, problem-solving and decision-making;
- Strong ability to build effective partnerships and mobilize teams;
- Leadership focused on service quality, client needs and results;
- Coaching, staff development support and performance management skills;
- Ability to effectively manage priorities, time and competing demands;
- Interpersonal skills to foster a healthy, respectful and motivating work environment;
- High degree of autonomy, sense of responsibility and positive attitude to change;

- Physical ability to perform assigned duties;
- Good previous work history (performance and attendance);
