Position Summary:

The Clinical Lead - NB-IYS provides clinical guidance, supervision and leadership for the planning, development, delivery, integration, and continuous improvement of clinical services and ensures the effective utilization of resources through a systems and integration perspective, as well as clinical pathway development, across IYS sites in New Brunswick.

The role ensures high-quality, evidence-informed, youth- and family-centred clinical services that are accessible, coordinated, culturally responsive, and aligned with values and principles of national IYS and provincial priorities, standards, and best practices.

The Clinical Lead is accountable for providing expert clinical guidance and leadership to interdisciplinary teams, supporting clinical excellence, consistency, and integration across service streams. The role works closely with program and system leaders, community partners, and service providers to strengthen care pathways, promote collaborative practice, and support workforce development. The Clinical Lead contributes to policy development, quality improvement, evaluation, and system-level planning to enhance outcomes for youth and families.

Responsibilities:

Clinical Leadership and Practice Excellence

  • Provides senior clinical leadership, expertise, consultation, mentoring, and coaching to clinical leadership and interdisciplinary service providers, students, interns, and partners delivering clinical IYS services to youth and families.
  • Serves as a clinical subject-matter expert in youth mental health, substance use, and concurrent disorders, supporting evidence-informed, trauma-informed, culturally safe, and developmentally appropriate care.
  • Supports complex clinical decision-making, case consultation, and problem-solving, including risk assessment, crisis intervention, and ethical practice.
  • Promotes consistent clinical standards, best practices, and models of care across NB-IYS clinical services, including in-person, outreach, and virtual service delivery.

Integrated Service Delivery and System Collaboration

  • Leads and supports the implementation of integrated, team-based models of care that emphasize seamless access, coordination, and continuity of clinical services for youth and families.
  • Leads the Community of Practice for Clinical Service Providers across the NB-IYS Network
  • Collaborates with physicians, nurse practitioners, allied health professionals, community agencies, and system partners to support comprehensive, coordinated care planning and shared accountability.
  • Acts as a key liaison with community, health, education, social, and justice sectors to strengthen referral pathways, partnerships, and system navigation for youth.
  • Supports the service approaches that address social determinants of health, including access to primary care, education, employment, housing, income support, and community connection.

Workforce Development, Education, and Supervision

  • Identifies clinical learning needs and contributes to the design, delivery, and evaluation of education, orientation, and professional development initiatives for NB-IYS clinical service providers.
  • Supports the development and implementation of clinical supervision frameworks and consultative processes aligned with professional standards and regulatory requirements.
  • Provides input into recruitment, orientation, performance development, and succession planning for clinical staff, in collaboration with program and system leaders.
  • Fosters a culture of reflective practice, continuous learning, collaboration, and psychological safety across teams.

Quality Improvement, Evaluation, and Policy

  • Leads clinical quality improvement initiatives, supports program evaluation, and outcome measurement to improve clinical service effectiveness, equity, and youth experience.
  • Analyzes clinical data, feedback, and outcomes to identify gaps, risks, and opportunities for system and service improvement.
  • Contributes to the development, interpretation, implementation, and monitoring of clinical policies, procedures, standards, and practice guidelines.
  • Supports research, innovation, and knowledge translation activities relevant to youth mental health, substance use, and integrated care.

Governance, Committees, and Representation

  • Represents NB-IYS from a clinical perspective on internal and external committees, working groups, and advisory bodies.
  • Provides clinical input into strategic planning, service design, and system transformation initiatives.
  • Acts as an advocate for youth-centred, integrated, and equitable services within the broader health and social service system.

Qualifications:

  • Post graduate education in the domains of psychology, Social Work, Mental Health Nursing, Clinical Counselling.
  • Minimum 3-5 years of progressively responsible clinical experience in youth mental health and/or substance use services.
  • A combination of related work experience and education may be considered.
  • Demonstrated experience in developing and providing clinical leadership, supervision, or advanced consultation within interdisciplinary teams.
  • Experience working within integrated, community-based, or primary care-aligned service models.
  • Experience in program development, quality improvement, and system-level collaboration.
  • Experience working directly with youth and families across diverse backgrounds and communities.
  • A valid Work Permit is mandatory for temporary residents.
  • Residency in New Brunswick (NB) or willingness to relocate is mandatory.
  • Proficiency in both English and French languages is an asset.
  • A new Criminal Record and Vulnerable Sector Check is mandatory.

  • Knowledge of providing care in communities which include rural, community and specialized centers, including an understanding of the demographic/cultural aspects of these communities.
  • Strong leadership, facilitation, and consensus-building skills within interdisciplinary and cross-sector environments.
  • Ability to lead and support teams in complex and high-risk clinical situations, including crisis response.
  • Strong understanding of relevant legislation, ethical standards, and privacy and consent frameworks applicable in New Brunswick.

Working Conditions:

  • Work Environment:
    • Primarily based in an office setting with flexibility for remote work as needed.

  • Work Hours:
    • Full-time position with a standard workweek of 37.5 hours.
    • Occasional evening and weekend work may be required.
