Position Summary:
Reporting to the Manager, Research & Evaluation (NB-IYS), the Data Steward plays a key role in ensuring the quality, consistency, and responsible use of data across the Integrated Youth Services - New Brunswick (IYS-NB) initiative. The Data Steward manages IYS-NB's program data assets to ensure quality, integrity, privacy, and compliance, while supporting research, evaluation, and reporting.
Working closely with program leads, they develop and maintain data infrastructure and governance processes that align with IYS-NB's data governance framework, privacy standards, and shared measurement goals. This position also contributes to national working groups and projects supporting the pan-Canadian IYS data platform.
The Data Steward also supports primary data collection activities, including the design, implementation, and documentation of surveys and other data collection tools, in collaboration with program and research teams.
By strengthening how IYS-NB collects, manages, and learns from data, the Data Steward helps build a more transparent, adaptive, and equitable system of support for youth across New Brunswick.
Main Duties:
Data Governance & Quality
- Support governance, data integrity, security, and compliance with Indigenous data sovereignty principles (e.g., OCAP®), as well as anti-oppressive practices.
- Collaborate and oversee the IYS case management data and/or data Platform(s), including data entry support, preparation, storage, archiving, and overall quality management.
- Monitor data quality, identify anomalies or gaps, and coordinate corrective actions with stakeholders.
- Maintain metadata documentation, data dictionaries, and data-sharing protocols.
- Ensure alignment with provincial and federal reporting requirements.
- Monitor and analyze data to support quality assurance, evaluation, and continuous service improvement.
- Collaborate with the Data and Governance Advisory Group, IYS-Net Research Team, and other partners to maintain governance frameworks, management plans, and data-sharing agreements.
- Support identification and implementation of user-friendly data tools to improve platform usability.
- Embed NB-IYS core values in all aspects of data stewardship and collaboration.
Data Collection & Integration
- Coordinate and oversee the collection of program and operational data from service sites and partners.
- Work with technical teams to ensure accurate and secure data transfer, integration, and storage.
- Support the onboarding of new partners to standardized data collection and reporting systems.
Privacy, Security & Compliance
- Uphold privacy, confidentiality, and ethical data use in accordance with legislative and organizational policies.
- Participate in audits, privacy impact assessments, and data risk mitigation processes.
- Support training and awareness initiatives on responsible data management across IYS-NB.
- Promote governance, data integrity, and compliance with data sovereignty principles and anti-oppressive practices.
- Ensure data is shared securely and reliably with the pan-Canadian IYS Network and that appropriate agreements are in place across all hub sites.
Collaboration & Capacity Building
- Act as a liaison between data analytics, IT, and program delivery teams to ensure alignment on data priorities.
- Collaborate with working groups and other partners to develop and maintain data governance frameworks, management plans, and data sharing agreements.
- Provide technical support and guidance to partners on data entry, reporting tools, and quality assurance.
- Contribute to the development of data dashboards, performance indicators, and outcome reporting.
- Ensure staff and partners across IYS-NB sites have timely and secure access to accurate, usable data.
- Provide guidance and training to end-users (IYS-NB staff, youth, and community partners), both virtually and on-site at hub locations across New Brunswick.
- Work with data analysts, developers, and facilitators to identify and implement user-friendly data tools and improve platform or data software usability.
- Contribute to national working groups, committees, and projects that strengthen the pan-Canadian Integrated Youth Services (IYS) data platform.
Qualifications:
- Degree in Computer Science, Bioinformatics, Psychology, Sociology, Neuroscience, Information Science, Information Technology, Epidemiology, or related scientific field, or a master's or PhD in a relevant health sciences, social sciences, or related field from a recognized institution.
- Minimum 2-4 years of experience in data stewardship, governance, analytics, data platform management, or program data coordination, including data architecture or data management functions.
- Demonstrated experience with data quality management, metadata, data standards, and data dictionaries.
- Minimum 2 years of experience with data collection platforms, reporting tools, and dashboards (e.g., Excel, Power BI, Tableau).
- 2 years of experience with Python, SQL, and structured/unstructured databases (e.g., PostgreSQL, MySQL, object storage) is an asset.
- 2 years of experience with ETL tools (e.g., Apache NiFi, Apache Airflow) and data integration processes is an asset.
- Knowledge of qualitative research and knowledge of case management software such as caseworks is considered an asset.
- Experience in multi-partner, cross-sectoral environments (e.g., health, education, social services) is an asset.
- Experience working in the mental health and substance use system is an asset, particularly with large-scale implementation, knowledge mobilization, or research initiatives.
- A combination of related work experience and education may be considered.
- A valid Work Permit is mandatory for temporary residents.
- Residency in New Brunswick (NB) or willingness to relocate is mandatory.
- Proficiency in both English and French languages is an asset.
- A new Criminal Record and Vulnerable Sector Check is mandatory.
