Position Summary:

The Manager, Implementation NB-IYS leads the development and implementation of Integrated Youth Services (IYS) across New Brunswick. This role collaborates in strategic and operational planning, supports service implementation, and ensures alignment with identified priorities. Working within the IYS model of care and in accordance with the mission, vision, values, and strategic directions of the national principles and values of IYS, the Implementation Manager promotes a safe, respectful, and civil working environment for youth, families, partners, and personnel.

The role provides leadership in the rollout and sustainability of the NB-IYS model, supporting local sites and partners to implement evidence-informed, youth- and family-centred integrated service hubs. In collaboration with provincial leadership, community partners, service providers, youth and family advisors, and government partners, the Manager, Implementation NB-IYS ensures fidelity to the IYS model while supporting community-driven adaptation.

Main Duties:

Implementation & Systems Coordination

  • Strategize, lead, and support the implementation of NB-IYS sites in alignment with the national values and principles of IYS, the provincial IYS framework, provincial government and partner priorities, and best practices.
  • Strategize and lead the development, coordination, and monitoring of implementation plans and service delivery milestones, ensuring alignment with the national values and principles of IYS, provincial priorities, and best practices.
  • Support continuous readiness, sustainability, and collaboratively address implementation challenges with community-driven solutions.
  • Use an implementation science approach to service delivery, considering evidence-based research to interpret policy, procedures, and standards related to client care; identify best practices and support their implementation.
  • Identify and report implementation challenges and work collaboratively to develop practical, community-responsive solutions.

Community & Partner Engagement

  • Build and maintain strong, respectful relationships and collaborate with NB-IYS sites, community organizations, Indigenous partners, health and social service systems, government partners, and other key partners to support the planning, development, and implementation of integrated service systems, including clinical pathway development and strategic implementation plans at IYS sites.
  • Act as a key liaison between NB-IYS, provincial leadership, local IYS implementation teams and community partners to foster cross-sector collaboration and support integrated, youth-friendly service delivery.
  • Support the development of the service plan, ensuring it is well-defined, operationally feasible, efficient, and effective for NB-IYS delivery. Work collaboratively with IYS team members, community partners, and contracted services to ensure that service plan requirements are reflected in the development of the physical environment at each site and the operationalization of core service streams.
  • Promote and support meaningful engagement of youth, family members, and people with lived and living experience in planning and implementation activities.

Capacity Building & Workforce Support

  • Develop knowledge products (e.g., templates, resources, guidelines, and standards), identify learning needs, and provide training regarding evidence-based standards and best practices for integrated youth services to support fidelity to the service delivery model.
  • Provide coaching, tools, and resources to support teams in integrated service delivery, change management, and collaborative practice.
  • Collaborate in developing and implementing a knowledge translation strategy to translate research and evaluation data into practice with IYS centre staff and policymakers.

Quality Improvement & Evaluation

  • Support implementation-related data collection, reporting, and evaluation in collaboration with CMHA of NB and NB-IYS partners.
  • Use data, feedback, and lived experience input to support continuous quality improvement and learning.
  • Ensure alignment with reporting and accountability requirements.

Other Duties

  • Support the IYS central office and local sites regarding financial oversight and budget related to implementation activities.
  • Perform other related tasks, as assigned.

Qualifications:

  • Bachelor's degree in social sciences, Psychology, health, public administration, or a related field. Master's degree is considered an asset.
  • Minimum 5 years of leadership experience in program implementation, operations management, project management, or community-based systems change
  • Experience working in mental health, substance use, youth services, or integrated service models
  • Demonstrated experience working collaboratively across sectors and with diverse community partners.
  • Knowledge of Indigenous health models and programs is an asset.
  • A combination of related work experience, education, and training will be considered.
  • A valid Work Permit is mandatory for temporary residents.
  • Residency in New Brunswick (NB) or willingness to relocate is mandatory.
  • Proficiency in both English and French languages is an asset
  • A new Criminal Record and Vulnerable Sector Check is mandatory.

Knowledge, Abilities & Skills:

  • Knowledge of Integrated Youth Services (IYS) models, including youth- and family-centred, recovery-oriented, trauma-informed, and equity-based approaches.
  • Knowledge of mental health, substance use, health, and social service systems, including community-based and integrated service delivery models.
  • Awareness of Indigenous perspectives, cultural safety principles, and equity-deserving populations within service systems.
  • Understanding of implementation science principles and the application of evidence-based practices in service planning and delivery.
  • Knowledge of systems-level planning, service integration, and cross-sector collaboration within public, non-profit, and community settings.
  • Familiarity with quality improvement, evaluation frameworks, and performance measurement in human services or health-related programs.
  • Strong project and implementation management skills, including planning, coordinating, monitoring progress, and managing multiple priorities.
  • Effective communication skills (written, verbal, and facilitation) for diverse audiences, including frontline staff, leadership, youth, families, and policymakers.
  • Financial and operational skills to support budget oversight and resource planning related to implementation activities.
  • Ability to balance fidelity to the IYS model with flexibility for community-driven adaptation and local context.
  • Ability to engage meaningfully with youth, families, and people with lived and living experience in planning and implementation processes.

Working Conditions:

· Work Environment:

o Primarily based in an office setting with flexibility for remote work as needed.

o Occasional travel within New Brunswick to attend meetings, community events, and community partners engagements.

· Work Hours:

o Full-time position with a standard workweek of 37.5 hours.

o Occasional evening and weekend work may be required.

o Flexibility in schedule to balance organizational needs with work-life balance.
