JOB SUMMARY:

Under the supervision of the Director of Technology Operations, Telecommunications and Cybersecurity, the incumbent plays a key strategic role in protecting the integrity, confidentiality and availability of Vitalité Health Network's information systems. They act as a central resource for the protection of organizational information assets, ensuring compliance with applicable laws, policies, standards and regulations, while contributing to the resilience of critical clinical and administrative systems.

The rapid growth of cyber threats, the sustained increase in reliance on digital technologies in the clinical environment, and the integration of new services such as telehealth, electronic medical records, clinical artificial intelligence and connected medical systems require a review of the job's scope to adequately reflect its increased complexity, organizational impact and high level of strategic responsibility.

The incumbent assumes the following roles:

  • Organizational authority in cybersecurity
  • Strategic advisor to the vice-president, assistant vice-president, leadership team and board of directors of the Network
  • Person responsible for the Network's cybersecurity stance

They contribute directly to organizational strategic planning, cybersecurity risk management and continuity of care.

REQUIREMENTS:

  • Bachelor's degree in cybersecurity, computer science or in a related field (or a combination of training and experience deemed equivalent);
  • Recognized certification in cybersecurity (CISSP, CISA, CISM or other) (asset);
  • Master's degree in a relevant discipline (management, computer science, etc.) (asset);
  • Minimum of five to seven years' experience in cybersecurity, including two to three years in developing and implementing cybersecurity services and solutions;
  • Two to three years' experience in an IT security management role;
  • Experience in providing cybersecurity services (e.g. EMR, PCI standards, penetration testing, readiness assessments, cloud cybersecurity risk assessments, incident response or computer forensics, protection of essential infrastructures [NERC-CIP standards]);
  • Project management experience;
  • Human and financial resources management experience;
  • Experience in the health field (asset);
  • In-depth knowledge of cybersecurity and IT governance frameworks, such as ISO 27001/2 and COBIT;
  • Vulnerability management, penetration testing and incident response skills;
  • Ability to monitor new threats and developments in cybersecurity;
  • Ability to explain complex concepts in simple terms;
  • Proven transformational leadership;
  • Ability to move multidisciplinary teams to action;
  • Good understanding of health care technology life cycles;
  • Good knowledge of the digital health field (clinical and administrative processes);
  • Ability to build a culture of innovation;
  • Excellent communication skills;
  • Ability to maintain collaboration with various internal and external partners;
  • Orientation towards continuous improvement in a learning health care system context;
  • Understanding of best practices in health information management, confidentiality and value creation;
  • Analysis, synthesis and writing skills;
  • Ability to interact effectively in both official languages (French and English);
  • Ability to work independently and as a team member;
  • Physical ability to perform assigned duties;
  • Good previous work history (performance and attendance);
  • Adherence to professional ethics principles, to the Network management philosophy and organizational values;
  • Compliance with the rules of confidentiality established by the Vitalité Health Network.
