Who we are:
The Department of Education and Early Childhood Development regulates Early Learning and Childcare services through legislation and policies. We are responsible for licensing childcare facilities, including designating Early Learning and Childcare facilities, and monitoring compliance to all legislation and policies for supporting improvements to increase quality of service.

What you will do:
The Department of Education and Early Childhood Development (EECD) is seeking an individual to join the Early Learning and Childcare Services branch in the Fredericton region, in the position of Manager. Reporting to the Director of Early Learning and Childcare, the Manager leads a team of Quality Assurance Monitors and Inspectors/Investigators to primarily support early learning and childcare operators and educators in achieving and exceeding the requirements of the Early Childhood Services Act with the goal of enhancing the quality of services and ensuring the safety, security and well-being of children in childcare.

Responsibilities of the manager:

Licensing and Designating

  • Oversee the provision of all early learning and childcare licensing services provided by the Inspectors/Investigators and Quality Assurance Monitors.
  • Review recommendations for licensing and designation, or refusal to issue license and/or designation, for both new and existing early learning and childcare facilities.
  • Issue interim permits in accordance with established criteria.
  • Interpretation and reinforcement of legislation.

Enforcement:

  • Give approval to launch an investigation in accordance with legislation and oversee the preparation of documentation.
  • Conduct preliminary discussions in response to complaints and incidents regarding the safety, security and well-being of children or the quality of the learning/childcare environment.
  • Liaise with relevant parties throughout an investigation or other significant potential crisis.
  • Ensure consistent application and interpretation of the legislation, including regulations, policies, procedures and guidelines governing early learning and childcare facilities and oversee the monitoring of the regulations, policies, procedures and guidelines.
  • Recommend the issuance of probationary licences, the reinstatement of suspended licences, or the refusal to reinstate suspended licences.
  • Recommend Cease Operations to operators of unlicensed childcare facilities.

Human Resources

  • Responsible to lead team through the development of work plans, key performance measures, providing leadership and coaching, distribution of work, managing expectations and establishing priorities.
  • Communicate with team members in a respectful, open and honest method and convey ideas and information so that it is understood.

Strategic Relationships

  • Establish and maintain positive and collaborative working relationships with and among regional stakeholders and partners; Early Childhood Services District Directors in the; and other departments to lead on-going strategic planning and ensure effective resolution to service delivery issues.
  • Part of a team to advance the Canada-New Brunswick Early Learning and Child Care action plan.
  • Responsible for developing, maintaining, and enhancing professional relationships with the operators, administrators and educators of early learning and childcare facilities.
  • Develop a network of resources and a comprehensive understanding of the programs and services that may be available to operators from a variety of Departments and service providers.
  • Participate in branch strategic and operational planning, the review of program standards, policies, and procedures, and the development of team work plans.

Your attitude, skills and interests are just as important as your area of study. We are looking for diverse backgrounds that bring a combination of the following:

Need to have:

  • Bachelor's degree in Early Childhood Education, Education, or Social Sciences and a minimum of five (5) years related experience, where at least two (2) years should be in early childhood.
  • Minimum of two (2) years of experience in a supervisory position.
  • An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required. Please state your language capability.

Nice to have:

  • Experience in leadership, relationship building as well as in team building.
  • Extensive experience and knowledge in early learning and childcare licensing and monitoring.
  • Knowledge and/or experience in administrative law.
  • Experience and knowledge in early childhood programs and services.

Operational Requirements:

  • Some travel within the province is required.

Wage:
Pay Band 5 - $66,924 - $93,470 annually.

Work environment:

  • Office location: Marysville Place, 20 McGloin Street, Fredericton, New Brunswick
  • Standard hours of work: Monday - Friday, 8:15-4:30, although some work outside these hours may be required.
  • Must be able to transport self within the region as needed.
  • Region encompasses UpperRiver Valley, Chipman/Minto, Fredericton Junction, Cambridge Narrows.
