The Department of Health is seeking an individual to join the Public Health Branch as the Public Health Business Manager. This person will report to the Executive Director of Public Health.

As the Public Health Business Manager, you will provide advice, consultation, resources and support to the Branch's staff as they plan, direct, implement, monitor and evaluate Public Health programs. Specifically, this position is responsible for:

  • Preparing and reviewing budgets and spending plans while tracking, monitoring, and reporting on expenditures, including those of the NB Immunization Program;
  • Investigating, analyzing, and reporting on budget variances with Financial Services staff;
  • Providing financial analysis of strategic initiatives, process improvement and procurement activities, and service level agreements;
  • Preparing for main estimates, public accounts, and annual reports;
  • Supporting procurement activities, providing advice and direction on processes related to procurement options;
  • Researching, analyzing, and preparing exemption requests related to procurement;
  • Preparing Requests for Proposals (RFPs) and participating in their evaluation, vendor selection, etc.;
  • Drafting contracts and preparing purchase orders using New Brunswick Opportunities Network (NBON);
  • Monitoring and approving expenditures related to contracts;
  • Tracking and reporting on compliance, performance, and initiating contract extensions and terminations;
  • Strategic initiatives and process improvement activities related to the management and administration of the Immunization Program;
  • Tracking and reporting on project progress;
  • Drafting or developing administrative policies, procedures, and processes.
  • Other duties as required.

Essential Qualifications:

  • Bachelor's degree in Business Administration, Public Administration, Finance, or another relevant discipline, and
  • A minimum of seven (7) years of relevant work experience, to include experience in developing, administering, and/or monitoring budgets.
  • An equivalent combination of education, training and experience may be considered.
  • Written and spoken competence in English is required. Please state your language capability on your application

Asset Qualifications: Preference may be given to candidates that possess one or more of the following asset qualifications:

  • Demonstrated experience creating programs, policies, or business cases
  • Demonstrated experience in contract management or RFPs

Salary: $77,766 to $103,454 per annum (Pay Band 6)
