This is a full-time opportunity ideal for a social services professional who is skilled in outreach, advocacy, and systems navigation to address complex housing needs.

About the Role

The Housing Outreach Worker supports individuals who are homeless or at risk of homelessness by conducting assessments, providing individualized support, and helping clients navigate housing systems and community services. The role includes direct community outreach, tenant advocacy, mediation, and collaboration with partners to address housing barriers in Whitby, Oshawa, and Clarington. This position also includes accurate documentation, data analysis, and participation in inter agency housing initiatives.

Key Responsibilities

Client Support and Housing Navigation

  • Conduct intake and housing assessments via walk-ins, appointments, or itinerant locations.
  • Support clients in securing temporary and permanent housing solutions.
  • Provide housing-focused interventions for individuals experiencing chronic or episodic homelessness.
  • Engage directly with landlords and community members to address housing concerns.
  • Educate clients on tenant rights, housing options, and system navigation.
  • Assist in documentation and preparation for Landlord and Tenant Board (LTB) proceedings.
  • Coordinate care with mental health, addiction, legal, and emergency shelter services.

Advocacy and Mediation

  • Advocate on behalf of clients with OW, ODSP, shelters, and landlords.
  • Mediate landlord-tenant disputes and negotiate solutions.
  • Support clients in accessing financial aid (e.g., Housing Stability Program, LEAP).
  • Provide education on the Residential Tenancies Act and assist with the Tribunal process.
  • Represent and support clients during hearings and court processes as required.

Documentation and Reporting

  • Maintain detailed and accurate case files, service notes, and reports in HIFIS.
  • Submit timely statistical and narrative reports.
  • Monitor and report on housing financial assistance provided to clients.
  • Identify housing trends, service gaps, and contribute to program evaluation.

Community Partnerships and Information Management

  • Remain informed of local rental market conditions and housing-related legislation.
  • Develop and deliver housing-related resources tailored to client needs.
  • Participate in case conferencing, agency planning, and interagency collaborations.
  • Build and maintain strong relationships with local service providers and housing networks.
  • Represent the agency at housing coalitions, roundtables, and regional planning meetings.
  • Facilitate warm referrals and ensure coordinated access to community resources.

What Were Looking For

Education & Certifications

  • Post-secondary education in Social Services or a related field.
  • Valid drivers license and access to a reliable vehicle may be required.

Experience & Skills

  • Experience in addictions, social work, housing support, or community outreach.
  • Skilled in trauma-informed and culturally responsive engagement practices.
  • Strong knowledge of housing systems, tenant rights, and advocacy strategies.
  • Proficient in case management, documentation, and client-focused interventions.
  • Excellent interpersonal, conflict resolution, and decision-making skills.
  • Comfortable working with diverse populations in a dynamic environment.
  • Proficiency with Office 365, Zoom tools, and digital engagement platforms.
  • Familiarity with social media platforms (Facebook, Instagram, X, Hootsuite, Wordpress).
  • Demonstrated ability to manage competing priorities independently.

Working Conditions
