YOUR OPPORTUNITY:

Reporting to the Associate Director, Space and Program Planning, the Senior Facilities Planner plays a pivotal role in shaping the physical, academic, and operational future of the University of Toronto Mississauga. As a senior member of the Planning, Design & Construction team within Facilities Management & Planning. This role of the Senior Planner is focused on Pre-Development, Space Research, Data & Reporting, Space Request Management and Governance and Project Intake.

This role provides an exceptional opportunity to influence strategic decision-making by developing innovative, data-driven planning solutions that support UTM's academic mission, research growth, and long-term campus vision. You will translate institutional priorities into well-grounded space strategies, prepare comprehensive feasibility studies and functional programs, and steward projects from early concept through design to ensure alignment with governance-approved objectives.
Working in a highly collaborative environment, you will engage with academic and administrative leaders, technical stakeholders, consultants, and external authorities. You will manage sensitive discussions with clients, build consensus among diverse groups, and provide authoritative planning advice that informs campus development decisions at both the project and institutional level.
The Senior Facilities Planner is a trusted advisor and a subject matter expert in facilities planning, bringing architectural expertise, analytical rigor, and strategic insight to advance UTM's commitment to excellence, sustainability, accessibility, and inclusive design. This is a high-impact role for an experienced professional who thrives on solving complex planning challenges and contributing meaningfully to the evolution of a growing research campus.

QUALIFICATIONS REQUIRED:

EDUCATION:

    • Degree in Architecture or an equivalent combination of education and experience
    • A Professional Architect designation (OAA) required
    • Additional training or certification in facilities planning, project management, data analytics, or space planning methodologies considered an asset
    • Commitment to ongoing professional development, including staying current with emerging approaches to campus planning, sustainability, accessibility, and design excellence

EXPERIENCE:

    • Minimum seven (7) years of progressively responsible experience in facilities planning and architectural design for major, high-profile capital projects
    • Demonstrated experience leading full-scope planning processes for multi-disciplinary building projects, from feasibility and programming through to construction administration
    • Experience negotiating sensitive planning issues with clients, building consensus, and managing competing priorities
    • Experience performing statistical and facilities analyses, including space utilization studies, functional programming, and scenario testing
    • Proven experience working collaboratively with architects, engineers, cost consultants, and other specialists throughout planning and design stages
    • Experience in post-secondary or public-sector environments is preferred; familiarity with Council of Ontario Universities (COU) space standards and university planning methodologies an asset
    • Experience preparing planning reports, business cases, governance materials, and capital project documentation
    • Experience coordinating consultant procurement processes (ITQ/RFP), proposal evaluation, and scope development is advantageous

SKILLS:

    • Strong technical proficiency with planning and design tools, including Microsoft Office Suite (Excel, Word, PowerPoint, Project), CAD software, Bluebeam, Adobe Creative Suite, and collaborative platforms such as Miro
    • Excellent project planning and project management skills, including ability to manage multiple concurrent initiatives with strict deadlines and limited supervision
    • Exceptional written, visual, and verbal communication skills, including the ability to prepare high-quality planning reports, presentations, and schematic design materials
    • Strong analytical and numerical skills with the ability to interpret complex data, evaluate options, and present evidence-based recommendations
    • Effective interpersonal, facilitation, and consensus-building skills; ability to navigate sensitive discussions with tact, diplomacy, patience, and sound judgment
    • Demonstrated ability to work collaboratively within a consultative team environment, while also exercising initiative and independence
    • Creative and strategic thinker with the ability to generate innovative planning solutions and adapt quickly to changing institutional needs
    • Strong leadership skills and ability to guide committee discussions, mentor junior staff, and support cross-departmental initiatives
    • Proven ability to plan and manage multiple projects within strict budget and timeline constraints

OTHER:

    • Experience working in a large, multi-stakeholder, unionized, or public-sector environment, with an understanding of the complexities of academic institutions
    • Familiarity with the Ontario Building Code (OBC), Accessibility for Ontarians with Disabilities Act (AODA), health and safety regulations, and municipal planning frameworks
    • Knowledge of sustainability and climate-resilience principles, and ability to incorporate them into planning recommendations
    • Experience with space inventory databases, data visualization tools, or other facilities management and space inventory systems to support space planning and reporting (e.g., Archibus, ServiceNow)
    • Ability to prepare procurement documents (ITQ/RFP), evaluate consultant proposals, and support transparent selection processes
    • Familiarity with Indigenous design principles and commitment to integrating inclusive and culturally informed approaches into planning and design processes
    • Strong negotiation skills and ability to represent user needs throughout design and implementation phases
    • Experience supporting or leading master planning initiatives
