- Knowledge of construction techniques, terminology, and documentation with strong ability to interpret line drawings and system redundancies to ensure design of LOTO systems is 100% effective and in compliance with standards. (Power distribution, mechanical cooling, hydraulic, pneumatic, lighting, grounding, fire alarm, security, fire/life safety, and controls systems).

- Familiar with multiple sources of energy and equipment in datacenters, with emphasis placed on electrical. (Paralleling switchgear, redundant UPS systems, DC battery strings, multi-source electrical utility switchgear, standby diesel generators, automatic/static transfer switches etc.).

- NFPA 70e Certification (recommend the NFPA CESCP Certification as it best aligns with the position requirements).

• Degrees or certifications required:

o Education- Licensed Electrician - required

o CSA Z462 (Arc Flash) or NFPA 70E (American Equivalent of CSA Z462) - required

o NFPA 70e Certification (recommend the NFPA CESCP) - preferred

Job Description

The Controlling Energy Marshal is a quality assurance/supervisory role that ensures vendors' and contractors' Energy Isolation and Electrical Safety Programs meet or exceed company safety policy requirements as established by the Authorizing Energy Marshal.

Energy Isolation Management is a significant part of construction and commissioning efforts. To ensure focus and compliance for all aspects and types of energy isolation, a Controlling Energy Marshal is required for each campus or project. This critical role implements learnings, provides consistency, and drives rigor into energy isolation and electrical safety programs. The Controlling Energy Marshal oversees and assures the Authorizing Energy Marshal (GC) and supplemental vendor support comply with the overall Energy Isolation Program Management on a datacenter construction campus.

Responsibilities and Support of Field Execution:

Utilize SPS-101 Energy Isolation SPS and SPS-101 Energy Isolation Guidebook as the baseline and foundation of the Energy Isolation Program implemented throughout the campus and project.

Utilize SPS-102 Electrical Safety SPS and SPS-102 Electrical Safety Guidebook as the baseline and foundation of the Electrical Safety Program implemented throughout the campus and project.

Establish and manage an Energy Isolation assurance process and work with site teams to close any gaps identified in assurance audits. Alignment Checklist SPS 101 Energy Isolation is provided as a reference/guideline.

- Work with the Authorizing Energy Marshal to establish an Energy Isolation Permit process.

- Work with Safety Representatives to ensure all aspects of electrical safety on site are within the bounds of all regulations.

- Ensure SoWs, MOPs, and Scripts are reviewed, and all sources of energy are identified.

- Help determine if a group or individual LOTO will be required. Establish, with the Authorizing Energy Marshal, a centralized LOTO with all site entities.

- Ensure process is established that verifies qualifications, training, and PPE of personnel performing the work.

- Delegate alternates that are qualified to assume role during multi-shift and peak energization time frames.

- Oversight of critical electrical switching/commissioning milestones.

Attend daily and weekly High Risk Activity (HRA) / Job Hazard Analysis (JHA) Meetings and provide procedure preparation support associated with Energy Isolation.

Input / Review on MEP Change Order / Management Process.

- Communication of Technical Service Bulletins to Contractor.

- Review and provide input on Quality and Scope Controls for MEP Trades.

- Review and Approval of Equipment Commissioning Scripts.

- Review and provide feedback of MEP & OFCI Vendor related trades Pay Applications.

- Review and Understand Project Schedule and Look-a-head Schedules.

Review / Audit adherence to safety and training program.

- Support Professional Safety Advisor (PSA) and participate in monthly performance reports of Contractors, Trade Partners, and Vendors.

Attend Weekly Project Meetings related to MEP trades.

- Support PSA in any Incident Response and Escalation Support. This includes on-call availability and support in the event of an emergency.

- Participate in Weekly Meeting with OFCI Vendors.

- Act as the team's MEP SME and provide technical training to personnel as necessary.

Support successful turn over to Operations.

Deliverables:

Project Start-Up:

Ensure the Contractor has an approved Energy Isolation Program Plan (Commencement of Energy Isolation Activities with updates throughout the project).

Communicate and provide guidance on SPS-101 Energy Isolation program documents.

Confirm Authorizing and Performing Roles are in place.

Establish Acceptance Criteria for Authorizing Authority's site Energy Isolation Plan.

Weekly Deliverables:

Energy Isolation Assurance - Minimum of one audit and findings to include inspections, issues, deficiencies, and best practices within the Energy Isolation Program.

Minimum of three safety observations entered into the platform.

Energy Isolation Reports - Report highlighting the activities and general status of the Energy Isolation Program.

Provide report out of commissioning tagging of equipment.
