Meridia Recruitment has partnered with the Town of Antigonish to recruit a Project Manager to join their Infrastructure and Engineering team.

Role Description

Reporting to the Director of Infrastructure and Engineering, the Project Manager will play a key role in the planning, coordination, and delivery of municipal infrastructure and operational projects. This position is responsible for providing project management and technical support across a diverse portfolio of capital initiatives, ensuring projects are completed safely, efficiently, and in accordance with municipal, provincial, and federal standards.

Working closely with contractors, consultants, municipal staff, regulatory agencies, and community stakeholders, the Project Manager will oversee projects from planning and procurement through execution and close-out. This is an excellent opportunity for a collaborative and solutions-focused professional who enjoys balancing technical project delivery with stakeholder engagement and operational leadership.

Your responsibilities will include:

  • Lead the planning, coordination, and delivery of municipal capital and operational projects.
  • Develop project plans, schedules, budgets, and timelines while monitoring progress against established milestones.
  • Prepare, review, administer, and manage tenders, Requests for Proposals (RFPs), and Requests for Quotations (RFQs).
  • Coordinate consultants, contractors, internal departments, and external stakeholders throughout the project lifecycle.
  • Conduct site inspections and oversee project activities to ensure compliance with applicable standards, regulations, and project requirements.
  • Monitor project budgets, evaluate invoices, support financial forecasting, and contribute to annual budgeting processes.
  • Identify project risks and implement mitigation strategies to support successful project outcomes.
  • Manage stakeholder engagement and communication plans, ensuring clear and timely project updates.
  • Assist with the preparation of drawings, quantity calculations, tender documentation, and construction-related specifications.
  • Support funding applications and reporting requirements for provincial and federal infrastructure programs.
  • Review contractor safety submissions and promote compliance with workplace health and safety legislation and policies.
  • Respond to public inquiries, complaints, and requests while maintaining positive relationships with community stakeholders.
  • Collaborate with municipal departments on infrastructure planning, capital planning, asset management initiatives, and operational priorities.
  • Conduct project close-out activities, document lessons learned, and recommend process improvements for future projects.
  • Provide leadership, direction, and operational support to staff, including coordinating workloads, monitoring productivity, and supporting daily departmental operations.

Your Qualifications

The ideal candidate is a proactive and organized project management professional who excels at coordinating multiple priorities, building strong relationships, and delivering results. You are comfortable working in both office and field environments and bring a combination of technical expertise, sound judgement, and strong communication skills.

Your qualifications include:

  • Post-secondary education in engineering, project management, construction management, public administration, or a related field.
  • Minimum 3+ years of progressively responsible experience in project management, public works, civil engineering, infrastructure delivery, or a related field.
  • Experience managing projects through planning, procurement, execution, and completion.
  • Demonstrated experience with public procurement processes, including tenders, RFPs, and RFQs.
  • Knowledge of project budgeting, scheduling, risk management, and stakeholder engagement practices.
  • Strong communication, organizational, and relationship-building skills.
  • Ability to manage multiple projects and competing priorities while meeting deadlines.
  • Proficiency with Microsoft Office and other project management-related software.
  • Knowledge of workplace health and safety regulations and best practices.
  • Valid driver's license.

Assets include:

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related discipline.
  • Professional Engineer (P.Eng.) designation, or eligibility for registration.
  • Supervisory or leadership experience.
  • Experience working in a municipal or public-sector environment.
  • Knowledge of municipal infrastructure systems and asset management principles.
  • Experience administering provincially or federally funded infrastructure projects.
