As part of the Newfoundland and Labrador Health Services, the Digital Health division provides quality information to health professionals, the public, researchers, and health system decision makers. Through collaboration with the health system, we support the development of data and technical standards,?maintain?key health databases, carry out analytics and evaluation, and support health research. We support healthcare within Newfoundland and Labrador, including patients and communities,?through the delivery of information technology (IT) and digital health services applied?in?the healthcare system to provide quality care. Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.

Following the successful provincial go-live of the Health Information System (HIS) powered by Epic, NL Health Services is transitioning to a sustained operational model focused on stabilizing,?maintaining, and continuously improving the system. This next phase?builds on?the foundation?established?during implementation and shifts the focus to supporting day-to-day operations, ensuring system reliability, and enabling ongoing enhancement in support of clinical and business needs.

In the operational state, Digital Health teams play a key role in maintaining, supporting, and continuously improving the HIS. This includes collaborating with clinical, operational, and technical partners to address emerging needs, resolve issues, support quality improvement initiatives, and identify opportunities to optimize workflows, user experience, and patient outcomes.

To support this transition, NLHS continues to build and strengthen its Digital Health workforce across clinical informatics, information technology, analytics, and change enablement. These roles are essential to sustaining system performance, advancing continuous improvement efforts, and ensuring the HIS evolves in alignment with organizational priorities and provincial healthcare needs.

About the Role

Reporting to the relevant Manager, the Clinical Pharmacist IIA Oncology (Clinical Informatics Analyst) supports the ongoing maintenance, support, optimization, and enhancement of digital health systems and clinical applications used across front-line operational and program environments. The role applies pharmaceutical and oncology knowledge to support requirements analysis, workflow documentation, system support, issue resolution, testing, data analysis, process improvement, service coordination, and operational support activities.

The Clinical Pharmacist IIA Oncology (Clinical Informatics Analyst)works at the intersection of clinical practice, workflows, data, and technology. The role helps translate program and operational needs into clear requirements, workflow documentation, practical system solutions, and actionable insights that support decision-making, operational effectiveness, safe care delivery, and quality patient outcomes.

The Clinical Pharmacist IIA Oncology (Clinical Informatics Analyst)collaborates with operational stakeholders, technical teams, project partners, clinical staff and leaders, vendors, and other partners to support the stabilization, maintenance, optimization, and ongoing enhancement of the HIS. The role contributes pharmaceutical and oncology subject matter expertise to support workflow design, clinical documentation, system usability, performance monitoring, process improvement, issue resolution, testing, documentation, and alignment with organizational priorities.

This role requires:

• Ability to participate/accommodate shift work (Evening/Weekends/Nights) as necessary.
• Ability to participate in an on-call application support rotation.
• Ability to be able to travel as required for provincial team collaboration activities and site visits.

Key Responsibilities

You will be responsible for, but not limited to, the following:

• Gather, analyze, and document business, operational, technical, clinical, or program requirements for applicable service areas, under the guidance of the relevant Manager and Director.
• Apply pharmaceutical and oncology knowledge to assess workflow needs, identify system impacts, support clinical decision-making, and ensure digital solutions align with nursing practice and care delivery.
• Evaluate current-state nursing workflows, processes, documentation practices, patient assessment activities, care planning processes, medication-related workflows, and operating practices to identify improvement opportunities and support future-state workflow documentation.
• Collaborate with clinical staff and leaders, operational stakeholders, and technical teams to support analysis, planning, implementation, enhancement, issue resolution, and operational support activities.
• Support the design, validation, and optimization of system workflows that enable the assessment, documentation, care planning, order-related workflows, patient monitoring, and interdisciplinary communication of care.
• Analyze qualitative and quantitative data to assess performance, effectiveness, system use, workflow impacts, risks, and opportunities to improve operational, clinical, or service processes.
• Assist with the design and documentation of specifications, process designs, data workflows, reporting needs, operational procedures, configuration inputs, and/or other role-specific deliverables.
• Support testing, validation, implementation, training, operational readiness, change management, evaluation, and post-implementation support activities as assigned.
• Act as a liaison between internal and external stakeholders, technical teams, vendors, and other partners to support shared understanding of workflows, processes, data, system capabilities, limitations, risks, and improvement opportunities.
• Leverages specialized Oncology Pharmacy Technician expertise and in-depth knowledge of systemic therapy workflows, oncology medication management, hazardous drug handling practices, and pharmacy operations to serve as a liaison between Oncology Pharmacy services and technical teams, ensuring clinical applications are designed, configured, and supported in alignment with operational, regulatory, and patient safety requirements.
• Provides discipline-specific consultation and leadership in application design, translating complex oncology pharmacy workflows, treatment protocols, medication-use processes, and end-user needs into effective technical solutions that optimize system functionality and support the safe delivery of cancer care services.
• Acts as the subject matter expert for Oncology Pharmacy operations, bridging the gap between frontline oncology workflows and technical system design by applying specialized knowledge of systemic therapy processes, chemotherapy ordering and preparation workflows, medication safety practices, and oncology pharmacy operations to application development, implementation, and support activities.
• Collaborates with oncology clinicians, pharmacy staff, operational leaders, and technical stakeholders to analyze workflow requirements, identify opportunities for process improvement, and ensure system solutions accurately reflect oncology pharmacy standards, treatment delivery requirements, and operational needs.
• Contributes specialized Oncology Pharmacy Technician knowledge to a multidisciplinary applications team, providing insight into systemic therapy treatment workflows, oncology medication-use processes, hazardous drug management, and frontline operational challenges that inform application design, configuration, optimization, and ongoing support.
• Ensures technology solutions effectively support Oncology Pharmacy operations by translating treatment workflow requirements, regulatory standards, medication safety practices, and user needs into functional system specifications and technical design decisions that enhance operational efficiency, accuracy, and patient safety throughout the cancer care continuum.

About You?

Your education and experience include:

• Graduation from a recognized School of Pharmacy is required.
• Current licensure and in good standing with the College of Pharmacy of Newfoundland and Labrador is required.
• Minimum of five years’ experience within the last seven years in the health system in a clinical discipline, health information or information technology is required.
• Willing to acquire Epic Certification; prerequisites, participate in Epic training/education sessions, complete self-assessments and successfully challenge the certification exam?is required.
• Familiar with pharmacy’s oncology workflows and procedures
• Understands how the pharmacy department interacts operationally with other areas of the organization, specifically oncology
• Communicates well with pharmacists
• Strong advocate for the project in the pharmacy
• Clinical knowledge of how various medications should be ordered
• Technical understanding of how build decisions affect things like dose calculations, dispensing, and billing.
