Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.

We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls.

The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.

In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

NATURE AND SCOPE:

Reporting to the Manager of Community Health Operations, the Integrated Health Operations Supervisor assists program development, coordinates operational deployment, and provides supervisory support across the provincial Integrated Health Operations portfolio (including but not limited to Community Paramedicine and the Medical Communication Centre Clinical Team).

The position supports the planning, implementation, and ongoing operation of new and existing Integrated Health Operations programs, working closely with internal and external partners to identify opportunities for program growth, service improvement, and operational expansion. The Supervisor helps ensure programs continue to meet or exceed patient, client, and customer service expectations.

The role provides operational support to staff working within Integrated Health Operations and collaborates with Organizational Support and Readiness, Interprofessional Practice and Learning, Performance Improvement, and Operations to support resourcing, service readiness, operational efficiency, staff development, and divisional alignment.

As a key operational resource, the Supervisor supports day-to-day continuity, consistency, and readiness across the Integrated Health Operations portfolio. Key responsibilities include supporting new program development, maintaining procedures and processes, monitoring scheduling requirements, conducting Service Inquiries, liaising with partners, supporting paramedic staff development, and providing coverage for the Manager of Community Health Operations during periods of absence.

DUTIES AND RESPONSIBILITIES:

The position entails, but is not limited to the following:

Operational Support and Development

  • Provide operational program support to Integrated Health Operations.
  • Work directly with external agencies such as DHW, EHS and NSHA in the development of Integrated Health Operations.
  • Work in conjunction with the Clinical Supervisor of Integrated Health Programs in support of Integrated Health Operations continuing education initiatives.
  • Liaise with internal stakeholders to ensure all operational needs are managed in the province.

Staff Leadership and Development

  • Lead and supervise Integrated Health Operations staff in their development.
  • Engage staff in a continuous performance management process.
  • Facilitate the implementation and execution of the collective agreement.
  • Participate in staff retention, reward and recognition.
  • Advise Manager of Community Health Operations on staff issues relative to Integrated Health Operations.

Recruitment and Onboarding

  • Participate in the recruitment, selection, hiring and orientation of new employees.
  • Work with Human Resources in the recruitment and hiring of new Integrated Health Operations staff, as needed.

Scheduling and Operational Coordination

  • Create staff scheduling of Integrated Health Operations.
  • Interface with District Operations Supervisors and Platoon Operations Supervisors on matters that link ground Operations and Integrated Health Operations.
  • Attend provincial and regional human resources meetings as required.

Safety, Quality Assurance and Issue Resolution

  • Work with the safety operations program to promote a culture of safety.
  • Liaise and partner with Performance & Development on program performance, education, quality and reporting indicators.
  • Investigate and assist in resolving assigned Service Inquiries (Internal and External).
  • Participate in working groups and committees as deemed required by the Manager of Community Health Operations.
  • Research participation and endorsement.
  • Act in the absence of the Manager of Community Health Operations as required.

Innovation

  • Connect frontline realities to organizational strategy; translate jurisdictional and policy changes into clear operational implications and options.
  • Proactively scan Canadian and international EMS/health systems; distill complex regulatory/funding shifts into concise decision briefs and roadmaps.
  • This position will focus on innovative methods to enhance program performance, education and quality through new metrics and indicators on a continuous basis.
  • Provide guidance and support for delivery of foundational and continuing education for community health programs, working in close collaboration with other divisions.

QUALIFICATIONS:

Education and Experience:

  • Completion of a recognized health care professional education program from an accredited or certified educational institution
    • An equivalent combination of education, training, and directly related experience relevant to the role may be considered
  • Minimum five (5) years' experience working as a healthcare professional.
  • Knowledge and/or expertise in EMS management high performance systems, information technology, finance, and human resources
  • The incumbent should possess a fundamental understanding of Integrated Health Operations

Preferred

  • Bachelor's degree in health administration, public administration, business/commerce, health sciences, or a closely related field.
  • Demonstrated experience designing and implementing programs in a health or EMS environment, including drafting charters, tri ? party agreements, and operational plans.
  • Experience leading and managing teams (direct and indirect), with accountability for performance, quality, and safety.
  • Experience managing complex projects and working effectively with multiple levels of leadership across divisions and organizations.
  • Significant healthcare (EMS preferred) operational and leadership experience, including program design, pilot execution, and implementation science.
  • Cultural competence and, where applicable, experience engaging with Mi'kmaw communities and other Indigenous partners.

Certifications:

  • Valid Nova Scotia Motor Vehicle Class 4 driver's license is required.
  • Current licensure as a healthcare professional in the province of Nova Scotia, without restrictions.

Preferred

  • Licensed with the Nova Scotia Regulator of Paramedicine to as a Paramedic, without restrictions.

Knowledge and Skills:

  • The fundamental supervisory skills required include demonstrated leadership, planning, organizing, directing and motivating staff.
  • Able to exercise independent judgment and problem solving
  • Exceptional written, oral, and presentation skills; able to produce clear charters, briefing notes, SOGs, and executive updates in plain language
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, etc.)
  • Displays an overall aptitude for negotiation and dispute resolution skills leads team members by example and practices good time management.
  • Exercises a significant degree of discretion in the decision-making process.

Language:

  • Fluency in English Language
  • French considered an asset

Physical Requirements:

  • This position operates in a hybrid environment that includes a typical office setting and front?line operational contexts. The incumbent will spend extended periods sitting or standing at a desk, participating in meetings, monitoring system vehicles and operations through various technologies, and performing computer?based tasks such as data entry, report writing, and telephone or virtual collaboration. Work involves frequent use of standard office equipment (computer, printer, photocopier, scanner) in low to moderate noise conditions.
  • Beyond office work, the incumbent requires regular presence in operational settings such as stations, hospitals, community sites, and partner facilities across the province. The incumbent must be able to operate a system vehicle under routine and, at times, emergency driving conditions, including travel in inclement weather and variable road environments. Field activities may involve exposure to heat or cold, variable indoor environments, and dynamic scenes with uncontrolled conditions related to patients or the public; appropriate safety practices, situational awareness, and adherence to organizational protocols are essential. This may also include intermittent periods of walking, crouching, and lifting/carrying heavy objects or persons associated with clinical care delivery.
  • The position carries significant cognitive and emotional demands. It involves sustained attention, rapid problem?solving, and decision?making under pressure, particularly during critical incidents, service disruptions, and complex multi?partner coordination. The incumbent may be exposed to adverse events and high?stress situations and is expected to participate in debriefs, maintain professional composure, and navigate conflict with employees or partners in a respectful, solutions?oriented manner.
  • Travel within Nova Scotia is required, with occasional short?notice trips to address escalations, special projects, or activations.
  • Irregular hours, including on?call duties, extended periods during activations, and deadlines associated with operational priorities, are inherent to the role; resilience, discretion, and sound independent judgment are required at all times.
  • Ability to operate a system vehicle under routine and emergency driving conditions.
