PAL Aerospace has partnered with Airbus Defence & Space for the Government of Canada's Fixed Wing Search and Rescue aircraft replacement (FWSAR) program. PAL Aerospace is responsible for In FWSAR Service Support (ISS) ranging from working alongside DND at 1 st line to performing at Depot level the maintenance not undertaken by Royal Canadian Air Force Squadrons. PAL's Depot level work also includes the embodiment of aircraft modifications and the conduct of Special Inspections.

PAL Aerospace is currently seeking a Master Technical Librarian for our Winnipeg, MB base.

The Master Technical Librarian (MTL) is responsible for publications, Aircraft digital files, software and hardware management and will be the IT Security Practitioner as part of the Contractor Field Office (CFO) at the Main Operating Bases (MOBs) to ensure availability and operational effectiveness of all Contractor provided IT tools and devices.

Duties and Responsibilities

  • Administer the Electronic Information Environment (EIE) and control the distribution of updated Interactive Electronic Technical Manual (IETM).
  • Update of hard-copy aircraft (A/C) publications.
  • Network "white-list" management.
  • Download, distribute and track the software database updates.
  • Records oversight and management.
  • Digital file collection and distribution.
  • General day to day IT hardware support.
  • Management of CFO fuel provision records.
  • Ensure that all publications are kept up to date and made available to the personnel performing maintenance, and aircrew, including instructions to assist in the management of multiple devices containing publications.
  • Coordinate the use and maintenance (including instructions) of the Portable Multipurpose Access Terminal (PMAT).
  • Provide written instructions to complement the Squadron's instructions for the management of computer resources.
  • Managing and implementing requests for new and existing work instruction changes.
  • All activities will be developed in full compliance with applicable elements of the latest revision of the TAM and the PAL Aerospace MPM.
  • Provide management, maintenance and control of both Contractor and Canada publications and tools during normal working hours, Monday to Friday, eight (8) hours per day.
  • Other duties as assigned.

Qualifications and Skills

  • Advanced MS Office suite user (particularly Excel/Word)
  • Operational aviation support experience an asset
  • Familiarity with airworthiness principles
  • 5 years of Document Management experience;
  • 5 years of IT Support experience (PC updates, Printing, Patch application etc.);
  • Basic office administration skills, augmented by IT experience and skill set sufficient to manage the IT environment and maintain the Electronic Information Environment within the CFO;
  • Successful completion the DND Defense Resource Management Information System (DRMIS) training (to be provided);
  • Function effectively in oral and written English;
  • Be suitable for Level II - Secret clearance; and
  • Be suitable for International Trade in Armaments (ITAR) / Canadian Controlled Goods (CCG) clearances.
