PAL Aerospace is partnered with SkyAlyne who has been named by Canada as the preferred bidder for the Future Aircrew Training ( FAcT ) Program, which is our next generation pilot and aircrew training program for the Royal Canadian Air Force (RCAF). The scope of the FAcT Program includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers (ACSO), and Airborne Electronic Sensor Operators (AES Op) to meet the future aerospace requirements of the RCAF. In collaboration with the Government of Canada, SkyAlyne and several of its major Canadian subcontractors will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more. https://skyalyne.ca/future-aircrew-training-canada/

We are now calling for expressions of interest in anticipation of a Contract Award in 2024. This Program will be a 20+ year contract and will be managed from the National Capital Region (Ottawa), with one of its main operational locations in Winnipeg, MB.

PAL Aerospace is searching for an experienced Industrial and Technological Benefits (ITB) Coordinator to join our team preferably based out of our St. John's, NL or Ottawa, ON office s . The ITB Coordinator will be responsible for preparing all reporting documentation, supporting PAL ITB banking activities and initiatives required for the Program. The incumbent will work closely with key PAL stakeholders from multiple business areas.

Duties and Responsibilities:

  • Acting as the subject matter expert for the Canadian Industrial Technological Benefits (ITB) Policy and Value Proposition (VP) for the organization.
  • Educate and build awareness, both internally and externally, on the FAcT program and its impacts.
  • Contribute to the development of the ITB achievement strategy for the Program, and report on this strategy throughout program execution.
  • Assist with sourcing of Canadian suppliers and strengthening the Canadian aerospace supply chain, including educating suppliers on ITB obligations, and assisting them in complying with the ITB policy.
  • Assist with contract negotiations with suppliers and subcontractors with respect to ITB commitments.
  • Assist in identifying indirect transactions for presentation to senior management for investment.
  • Prepare ITB/VP reports, ITB term sheets, and ITB transaction sheets for review by senior management or submittal to ISED/third parties.
  • Assist in ITB banking governance reviews.
  • Contribute to the continuous improvement of PAL's ITB management processes.
  • Occasionally travel to industry events or meetings within Canada/third parties.

Qualifications:

  • Bachelors' degree, in a related field or equivalent experience.
  • 3-5 years of work experience in a related field, ideally in management of offset programs.
  • Knowledge of the ITB Policy and related Government of Canada policies is considered an asset.
  • Experience in the Canadian aerospace and/or defense industry is considered an asset.
  • Ability to think critically, creatively and strategically.
  • Demonstrated strong organizational skills and attention to detail.
  • Capability to work in a dynamic and fast-paced environment.
  • Capability to manage competing priorities and deadlines.
  • Proficient in MS Office Suite.

Security Responsibilities:

  • Incumbent must be eligible for Government Personnel Security Clearance and Canadian Controlled Good Clearance.
