Location: Remote, with travel to New Brunswick approximately once per month
Start Date: September 28, 2026, or earlier if possible
Initial Term: 2 years, with two optional 1-year extensions
Engagement: Full-time
Work Arrangement: Remote with periodic travel to New Brunswick

About the Role

The New Brunswick Department of Health is seeking experienced Senior Business Analysts – Business Intelligence to support the Symbio Clinical Information Solution (CIS) Program.

New Brunswick is transforming its healthcare environment by moving from multiple standalone hospital information systems toward a unified, standardized, and integrated Clinical Information Solution. Business Intelligence will play a key role in enabling consistent, data-driven decision-making across clinical, operational, and administrative areas.

The Business Analyst will act as a liaison between the CIS Program and clinical, technical, operational, and business stakeholders across the provincial health system. The role will focus on gathering and translating complex stakeholder needs into clear business requirements, data definitions, reporting requirements, performance measures, and BI solutions.

Key Responsibilities
  • Plan, coordinate, and facilitate stakeholder engagements across multiple organizations and stakeholder groups.
  • Gather, analyze, refine, document, and validate business, clinical, operational, and BI requirements.
  • Translate business needs into functional specifications, user stories, reporting requirements, and data definitions.
  • Document current-state and future-state workflows, data sources, reporting processes, and business processes.
  • Facilitate collaboration and decision-making across regional and provincial healthcare partners.
  • Support the development and standardization of KPIs, performance indicators, metrics, terminology, and business rules.
  • Define requirements for BI tools, dashboards, reports, data products, and visualizations.
  • Support the development of Objectives and Key Results (OKRs) and performance measures.
  • Lead or support quality assurance, data validation, unit testing, and user acceptance testing.
  • Develop business requirements, functional design documentation, use cases, user scenarios, and requirements traceability documentation.
  • Support stakeholder reviews, validation, approvals, and sign-offs.
  • Facilitate workshops, focus groups, governance meetings, and strategy sessions.
  • Build consensus among stakeholders regarding standardized workflows, terminology, reporting requirements, metrics, and business processes.
  • Maintain decision logs, action registers, risks, dependencies, and project documentation.
  • Support the planning and implementation of the CIS data and BI ecosystem.
  • Collaborate with Business Intelligence Leads, SMEs, clinical stakeholders, health administrators, business analysts, technical teams, and other project resources.
  • Contribute to information and data standardization initiatives supporting healthcare transformation.
Must-Have Qualifications Education
  • University degree in Business Administration, Health Informatics, Information Technology, Health Sciences, or a related discipline, or an equivalent combination of education and progressively responsible experience in healthcare transformation, information management, or digital health.
Healthcare & Business Analysis Experience
  • 10+ years of progressive Canadian experience in hospital and/or digital health environments.
  • Experience supporting large-scale Clinical Information System implementations, digital health transformation programs, or provincial/regional health system modernization initiatives.
  • 8+ years of experience translating complex clinical, operational, and business needs into implementation-ready requirements within a Business Intelligence environment.
  • Strong experience developing:
    • Reporting specifications
    • Analytics requirements
    • KPI and performance measure definitions
    • Dashboard requirements
    • Data dictionaries
    • Business rules
    • Standardized terminology
    • Functional specifications and user stories
  • Strong experience analyzing and documenting current-state clinical and operational workflows and supporting future-state process design.
  • Experience working with complex healthcare organizations and multiple stakeholder groups.
Required Skills
  • Strong business analysis and requirements elicitation skills.
  • Experience facilitating stakeholder workshops, interviews, focus groups, and working sessions.
  • Proven ability to achieve consensus across multiple organizations, programs, and stakeholder groups.
  • Excellent verbal, written, and presentation skills.
  • Strong documentation and organizational skills, including maintaining decision logs, registers, action items, risks, dependencies, and project plans.
  • Ability to communicate complex BI, data, reporting, and business concepts to executives, clinicians, technical teams, and other non-technical stakeholders.
  • Strong analytical, problem-solving, and critical-thinking skills.
  • Experience with business process analysis, workflow documentation, and requirements traceability.
  • Experience with QA, testing, data validation, and user acceptance testing.
  • Strong ability to work collaboratively with multidisciplinary teams.
Preferred Qualifications
  • French and English bilingualism is strongly preferred.
  • Experience with provincial or regional healthcare transformation programs.
  • Experience working with Clinical Information Systems and healthcare data ecosystems.
  • Experience supporting BI modernization, data standardization, reporting transformation, or enterprise analytics initiatives.
  • Experience developing executive presentations, briefings, strategies, recommendations, and governance materials.
