About the Role

The New Brunswick Department of Health is seeking a senior Business Analyst (BA3) – Target Operating Model Specialist to support the development and implementation of the Target Operating Model (TOM) for the Provincial Clinical Information Solution (CIS) Program.

New Brunswick is undertaking a major healthcare transformation to move from multiple standalone hospital information systems toward a unified, standardized, and integrated provincial Clinical Information Solution.

The Target Operating Model will define how the future CIS ecosystem will operate and be sustained across the province, including clinical, business, technical, and operational capabilities, governance, roles and responsibilities, service delivery, and cross-organizational collaboration.

This is a strategic consulting and operating-model role requiring extensive experience working with healthcare organizations, government, senior executives, regional health authorities, shared services, and complex multi-entity transformation programs.

Key Responsibilities
  • Support the end-to-end development of the Target Operating Model for the provincial Clinical Information Solution.
  • Develop and maintain the CIS Capability Model, including core capability domains, maturity requirements, dependencies, and supporting artifacts.
  • Assess current-state capabilities and define the desired future-state operating model and maturity.
  • Facilitate workshops and strategic working sessions with provincial leadership, regional health authorities, government stakeholders, shared services, and program teams.
  • Establish and facilitate alignment on operating-model principles, design guardrails, decision rights, governance, and accountability.
  • Define the functional distribution of roles, responsibilities, capabilities, and cross-entity interfaces within a multi-organization operating environment.
  • Support analysis of service delivery options, including in-house, shared services, hybrid, and other operating models.
  • Develop business cases and recommendations to support service delivery and operating-model decisions.
  • Assess organizational, clinical, technical, and operational impacts associated with proposed operating models.
  • Coordinate stakeholder input, decisions, dependencies, risks, and issues across multiple workstreams.
  • Lead or support the development of operating-model frameworks, processes, governance structures, and supporting artifacts.
  • Coordinate teams and stakeholders responsible for developing operating-model deliverables and ensure work remains on track.
  • Provide strategic guidance on organizational structure, governance, service delivery, clinical enablement, technology enablement, and operational sustainability.
  • Manage concurrent workstreams within a complex, matrixed healthcare transformation environment.
  • Prepare executive-level status reports, briefing notes, presentations, recommendations, decision records, and governance materials.
  • Monitor progress, dependencies, risks, resources, and milestones across the operating-model program.
  • Facilitate consensus and resolve competing priorities across organizations and stakeholder groups.
  • Provide hands-on support in developing program artifacts and deliverables from planning through implementation.
Must-Have Qualifications Education
  • University degree in Business Administration, Health Informatics, Information Technology, or a related discipline, or an equivalent combination of relevant education and professional experience in healthcare or information systems.
Healthcare & Transformation Experience
  • 10+ years of Canadian healthcare experience working within complex, multi-organizational environments.
  • Demonstrated experience navigating and managing multi-entity healthcare partnerships, such as shared services, shared Clinical Information Systems, hospital amalgamations, regional health authorities, or provincial health networks.
  • 15+ years of consulting experience in strategic planning, business planning, operating-model development, or large-scale transformation initiatives.
  • 10+ years of government and/or health system management and planning experience, including strategic leadership, program management, policy, clinical programs, operations, administration, or healthcare IT infrastructure.
  • Proven experience supporting large-scale healthcare or digital health transformation programs.
  • Experience working with senior executives, government leaders, healthcare executives, clinicians, technology teams, and other interprofessional stakeholders.
Target Operating Model & Strategy
  • Strong experience developing and implementing Target Operating Models, Operating Models, organizational models, or service delivery frameworks.
  • Experience conducting current-state assessments and defining future-state operating models.
  • Experience defining capabilities, governance structures, organizational responsibilities, decision rights, service models, and operating processes.
  • Experience developing capability models and maturity frameworks.
  • Experience supporting service delivery options analysis, including in-house, shared-service, hybrid, or multi-entity models.
  • Experience developing business cases and strategic recommendations for complex transformation initiatives.
  • Ability to balance strategic objectives with operational realities and implementation requirements.
  • Experience designing sustainable operating models within matrixed or multi-entity environments.
Program & Project Leadership
  • 10+ years of experience leading or supporting large-scale healthcare or digital health programs with multiple concurrent workstreams.
  • Experience managing initiatives from planning and initiation through execution and closeout.
  • Strong experience managing dependencies, risks, issues, resources, timelines, milestones, and decision pathways.
  • Experience developing integrated project plans and governance frameworks.
  • Ability to coordinate cross-functional teams and assign, track, and manage deliverables across multiple stakeholders.
  • Experience developing transition roadmaps and implementation plans.
Stakeholder & Executive Engagement
  • Extensive experience facilitating complex workshops and strategic discussions involving multiple organizations and stakeholder groups.
  • Proven ability to achieve consensus on sensitive and complex issues such as organizational change, shared services, governance, hospital integration, and operating-model transformation.
  • Exceptional verbal and written communication skills.
  • Experience preparing polished PowerPoint presentations, executive briefings, briefing notes, status reports, recommendations, and governance materials.
  • Demonstrated ability to communicate complex concepts to senior executives, including C-suite, Assistant Deputy Minister, and Board-level stakeholders.
  • Strong relationship management, facilitation, negotiation, and change-influence skills.
