Civil Project Director – PPP & Public Infrastructure

Location: Vancouver, BC
Base Salary: $180,000–$250,000

We are seeking a senior Civil Project Director to lead large, complex public infrastructure and PPP (P3) civil projects in the Vancouver market. This executive-level role is responsible for overseeing delivery of major government-funded and alternative-delivery projects with significant stakeholder, commercial, and regulatory complexity.

This position is ideal for a civil construction leader with deep experience navigating public owners, concession partners, and long-term infrastructure programs.

What You'll Do

  • Provide executive oversight of PPP (P3) and public-sector civil infrastructure projects from pursuit through delivery
  • Lead integrated project teams including operations, design partners, and concession stakeholders
  • Drive project governance, risk management, and commercial strategy under alternative delivery models
  • Maintain accountability for cost, schedule, safety, quality, and contractual performance
  • Serve as senior point of contact for public owners, government agencies, lenders, and private partners
  • Support pursuits, RFQs, RFPs, and bid strategy for future PPP and public infrastructure work
  • Ensure compliance with regulatory, environmental, and contractual obligations
  • Mentor senior project leaders and build long-term leadership capacity

Requirements

What We're Looking For

  • 15+ years of civil construction experience, including senior leadership on major infrastructure programs
  • Proven delivery of PPP (P3), design-build, and public-sector civil projects
  • Strong background working with municipal, provincial, and federal owners
  • Demonstrated expertise in commercial management, risk allocation, and contract administration
  • Experience coordinating with concessionaires, designers, lenders, and regulatory bodies
  • Strong financial acumen with oversight of large, complex project budgets
  • Exceptional leadership, stakeholder management, and strategic communication skills
