DUTIES:

Reporting to the Manager of Employee Relations, this position provides administrative support related to labour relations, job evaluation, organizational reviews, lay-off and bumping, seniority and salary administration; responsible to ensure union time off is accurate and billings are completed as required and in accordance with Collective Agreements; attends grievance hearings as required and other meetings, as well as prepares management briefs and/or minutes for said hearings and/or meetings; researches relevant topics as directed; prepares issue-related reports and correspondence; Maintains and formats appropriate statistical information into reports to be used for negotiations, bumping, job evaluation, council reports, etc. in addition to information sharing with outside agencies and other municipalities; Answers internal and external inquiries, including those related to information surveys; liaises with Union officials; maintains a library of Collective Agreements, maintenance of grievances, historical data files and other related materials; Maintains amiable relations with the public and fellow staff; Liaises with Legal Council in order to prepare for arbitration and mediation hearings and provides testimony as required; Liaises with various levels of management; Responsible for issuing lay-off notices and placing unionized staff in accordance with seniority rights under the Collective Agreements which includes preparing and issuing lay-off notices, scheduling and attending choice selection meetings and coordinating and finalizing placements; Follows up on any contentious issues; Calculates seniority in accordance with agreements. Will perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program. Will perform other related duties as required. QUALIFICATIONS:

  • Must have a University Degree in Business Administration, Public Administration, Political or Social Science or Ontario Ministry of Education equivalency and a minimum of one (1) year of experience in a Human Resources environment;
  • OR Must have a post-secondary school community college Diploma in Business or Public Administration, Political or Social Science or Ontario Ministry of Education equivalency and a minimum of two (2) years of experience in a Human Resources environment;
  • OR Must have an Ontario Secondary School Graduation Diploma plus one (1) year of post-secondary courses in Business Administration, Public Administration, Political or Social Science or Ontario Ministry of Education equivalency and a minimum of four (4) years of experience in a Human Resources environment;
  • OR Must have an Ontario Secondary School Graduation Diploma or Ontario Ministry of Education equivalency and a minimum of six (6) years of experience in a Human Resources environment;
  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current, valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment;
  • Must have operating knowledge and training in Microsoft Office, particularly in Excel, Word and Outlook;
  • Must have experience working in a unionized environment;
  • Must have an understanding of the grievance and arbitration processes;
  • Must have a demonstrated ability to organize a variety of materials, as well as the ability to communicate and deal effectively with employees and members of the public both verbally and in writing;
  • Must be able to work with a high level of initiative observing confidentiality;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
  • The physical demands analysis associated with this job indicates a light level of work.
