PIMA supports a flexible hybrid work environment. This position follows a hybrid schedule of three days per week in the Winnipeg office and two days per week working remotely from home. The schedule is subject to operational requirements, and the successful candidate must be able to attend the workplace when business, team, or project needs require in-person participation.

The Provincial Information Management and Analytics (PIMA) Branch is looking for Data Engineers to join the Analysis and Development area of the Data Administration and Business Intelligence unit (DABI).
As the primary liaison for DABI-related services and functions with PIMA, the Analysis and Development area leads Master Data Management in the provincial data repository. The area works with source data providers to review metadata before onboarding new datasets, and reviews metadata updates; creates and facilitates data extracts for internal and external organizations, and is responsible for the development of activities that support data collection, organization, analytics, and distribution.

Duties:
The Data Engineers will:
• Provide leadership and mentorship to other data engineers;
• Design, build, automate, test, tune, and support: Extraction, Transformation, and Loading (ETL) of data from various sources;
• Create and implement the physical database structure; and
• Construct and implement operational data stores or marts, based on the logical data model.

Qualifications:
Essential:

  • Post-secondary degree in Information Technology, Computer Science, Computer Engineering, Data Science, or a related field. An equivalent combination of education, training, and experience may be considered.
  • Significant hands-on experience performing data engineering, ETL development, or similar duties in a complex data environment.
  • Demonstrated experience designing, developing, troubleshooting, optimizing, and supporting production ETL processes using SSIS/SSDT or comparable enterprise ETL tools, including extraction, transformation, scheduling, dependency management, and workload coordination.
  • Demonstrated advanced T-SQL / SQL Server experience in a large, complex relational database environment, including complex queries, stored procedures, performance tuning, indexing considerations, and troubleshooting data issues.
  • Demonstrated Python development experience for data processing, automation, data validation, or pipeline support.
  • Experience monitoring production data pipelines, investigating failures, resolving data load issues, and improving performance, reliability, and recoverability.
  • Experience designing, building, or maintaining relational data models, data marts, operational data stores, or analytical datasets.
  • Experience profiling data, identifying data quality issues, validating transformations, reconciling source-to-target results, investigating discrepancies, and documenting findings.
  • Experience creating technical documentation for data pipelines, source-to-target mappings, business rules, data quality findings, and operational support procedures.
  • Excellent technical and non-technical verbal communication skills.
  • Excellent technical and non-technical written communication skills.
  • Excellent interpersonal skills to support and collaborate with cross-functional teams in a dynamic environment.
  • Strong organizational and time management skills including the ability to respond to changing priorities and meet deadlines.

Desired:

  • Experience working with health, administrative, clinical, or privacy-sensitive data.
  • Experience with Master Data Management or enterprise reporting environments.
  • Experience with cloud data platforms or services, preferably Microsoft Azure.
