We are currently recruiting for a Full Time, Maintenance Planning Specialist for Asset Management Office (AMO) which is located in Pitt Meadows.

Job Duties:

  • Develops and maintains the department’s Computerised Maintenance Management System (CMMS), reviews and adjusts maintenance schedules as according to building system maintenance requirements, budget constraints, and available resources; and ensures each scheduled review is consistent with good engineering and safety practices.
  • Standardizes, documents, and continuously improves work management processes involving CMMS, enterprise systems, and emerging technologies.
  • Maintains and organizes asset records within the CMMS, identifies data gaps, and develops and implements data quality improvement initiatives in collaboration with site managers and staff.
  • Support the handover of asset information from capital projects by reviewing, validating, standardizing, and uploading asset data into the CMMS to ensure compliance with Fraser Health asset information standards.
  • Develops and maintains CMMS standards, guidelines, and best practice documentation; provides training and ongoing support to new and existing CMMS users to promote consistent data entry practices and maintain the quality and integrity of asset information across the organization.
  • Develops and maintains preventive and predictive maintenance schedules for hospital equipment, HVAC systems, plumbing, electrical systems, and structural components.
  • Coordinates, prioritizes, and assigns work orders to maintenance staff based on urgency, resource availability, and compliance requirements.
  • Monitors and audits receiving, reviewing, and processing of maintenance service requests and work orders from CMMS for analysis and reporting.
  • Ensures the availability of necessary tools, spare parts, and equipment to carry out maintenance activities efficiently.
  • Maintains records of inspections, certifications, and equipment maintenance to support audits and regulatory compliance.
  • Maintains accurate asset information, including asset criticality, condition, risk, and financial data, to support maintenance prioritization, asset management analytics, and reporting. Conducts regular meetings to review maintenance priorities, backlogs, and resource allocation.
  • Performs other related duties as assigned.

What We're Looking For:

  • Qualifications: Diploma or Degree in Engineering, Engineering Technology, Industrial Technology, or a related discipline, or a Journeyperson Trades Qualification in a relevant trade, supplemented by maintenance planning experience.
  • At least five (5) years' recent field experience or an equivalent combination of education, training and experience.
  • Demonstrated experience and proficiency using CMMS to manage maintenance planning, scheduling, and reporting.
  • Strong understanding of building systems, preventive maintenance practices, and maintenance workflows.
  • Excellent organizational, communication, and stakeholder engagement skills.
  • Strong analytical and reporting skills using Excel, Power BI, or similar tools
  • Experience in healthcare facilities or other complex operational environments is considered an asset.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Senior Manager, the Maintenance Planning Specialist plays a vital role in maintaining a safe, functional, and efficient healthcare environment, directly impacting patient care and hospital operations.

The Maintenance Planning Specialist is responsible for the oversight of development and coordination of the day-to-day activities in the assigned service delivery area and the Computerized Maintenance Management System (CMMS) for major and minor hospital maintenance and construction projects through effective planning, project management and maintenance scheduling techniques. Leads and manages both preventative and emergency maintenance services for the designated areas. Ensures the smooth functioning and code compliance of designated/larger facilities, including Hospital equipment and systems, by managing and directly supervising the CMMS activities of designated maintenance leadership and staff level personnel and external contractors.

The Maintenance Planning Specialist oversees the review and evaluation of maintenance work plans and monitors progress of any assigned work based on priority levels, taking into account for any risks or unexpected occurrences, as required. Liaises with colleagues in the industry to share information and establish/review benchmarks to review productivity; regulatory bodies, manufacturers, and/or suppliers, as applicable. Works closely with the Regional Asset Management Office to ensure consistency of process and data across the Fraser Health (FH) region and provides input into site lifecycle planning.


Responsibilities

1. Planning and Scheduling Maintenance Activities

  • Develops and maintains the department’s CMMS, review and adjust schedules as necessary according to building system maintenance requirements, budget constraints, and available resources; ensures each scheduled review is consistent with good engineering and safety practices.
  • Develops and maintains preventive maintenance schedules for hospital equipment, HVAC systems, plumbing, electrical systems, and structural components.
  • Prioritizes and assigns work orders to maintenance staff based on urgency, resource availability, and compliance requirements.
  • Coordinates planned maintenance to minimize disruption to hospital operations and patient care.
  • Provides expertise to help ensure the effective maintenance and operation of buildings, building systems, grounds, clinical and facilities equipment and hardware by utilizing efficient planning and scheduling and ensuring work is completed according to applicable regulations and standards (provincial regulations, infection control, lockout tagout, confined spaces, hazardous materials, etc.).
  • Evaluates the compliance of Work Orders and Preventive Maintenance for technical and operational equipment, infrastructure and system risks and develops short and long-term plans for renewal and upgrades for the designated areas.
  • Coordinates the asset management for major and minor projects by reviewing the maintenance process and warranty terms, determining resources required such as equipment and supplies, liaising with appropriate Facilities Maintenance & Operations (FMO) trades and user departments on the coordination and scheduling of preventative maintenance.
  • Gathers asset details, inputs new assets and documentation into the CMMS and deactivates/removes decommissioned and removed assets.

2. Work Order Management

  • Audits receiving, reviewing, and processing of maintenance service requests and work orders from CMMS for analysis and reporting.
  • Creates and maintains maintenance strategies for critical assets including the application of Reliability Centered Maintenance concepts.
  • Monitors the daily work activity of personnel to establish the most efficient preventive maintenance program by following safety procedures set by the department and be fully compliant with regulatory agencies, such as WorkSafe BC.
  • Carries out responsibilities for implementing maintenance program during and after the warranty period. Establishes a clear escalation process for plant and equipment under warranty in conjunction with Project Management Services.

3. Resource and Inventory Management

  • Ensures the availability of necessary tools, spare parts, and equipment to carry out maintenance activities efficiently.
  • Maintains records of parts and supplies, ordering replacements as needed to avoid delays.
  • Works with vendors and suppliers to procure materials and negotiate contracts.

4. Compliance and Safety

  • Ensures maintenance activities comply with healthcare regulations, safety standards, and accreditation requirements including local health authorities.
  • Maintains records of inspections, certifications, and equipment maintenance to support audits and regulatory compliance.
  • Coordinates with infection control teams to prevent contamination risks during maintenance work.
  • Coordinates the employee safety and orientation programs.
  • Coordinates the FH Contractor Safety Program, site access, work permits, and key management program.

5. Coordination and Communication

  • Works closely with hospital administrators, facility managers, technicians, and contractors to align maintenance activities with hospital needs.
  • Communicates planned outages or repairs to relevant departments to minimize disruptions.
  • Conducts regular meetings to review maintenance priorities, backlogs, and resource allocation.

6. Data Analysis and Reporting

  • Analyzes maintenance records and prepares periodical Key Performance Indicators (KPI) reports for the Manager or Director indicating trends and compliance improvement skills, problems such as non-compliance with contract documents, delays, and proposed resolutions to ensure projects are completed according to plan.
  • Generates reports on maintenance costs, labor hours, and equipment downtime to support decision-making.
  • Develops strategies for improving efficiency and reducing maintenance-related expenses.
  • Participates in the development of the designated facilities operating budget, identifies cost pressures and maintains responsibility for assigned budgets; provides input into the development of short and long-term plans for the facilities infrastructure, making recommendations for the acquisition of capital equipment and supplies, and for the expansion of services.
  • Looks for opportunities to save money, reduce risk, improve process, and increase resource utilization.
  • Participates in a wide variety of committee meetings by attending departmental, health and safety, construction/project planning and management meetings as a representative of the department, as applicable.

7. Emergency and Reactive Maintenance Support

  • Assists in planning and responding to emergency maintenance situations, such as power failures, plumbing leaks, Fire Alarm compliance, or HVAC system breakdowns.
  • Ensures contingency plans are in place for critical hospital systems and equipment.
  • Coordinates emergency repairs with contractors and hospital leadership.
  • Oversees, coordinates, and manages designated facilities maintenance program and an efficient emergency response by priority level to mitigate clinical service delivery disruption. Reviews and monitors work progress, making any changes as necessary in alignment and partnership with FMO leaders. Makes decisions on behalf of the FMO department, to ensure continuity of service and the optimal service compliance.

8. Performs other related duties as assigned.


Qualifications

Degree in an engineering discipline or Trades Qualification as a journeyman in a relevant trade, plus a minimum of five (5) years recent relevant experience or an equivalent combination of education, training, and experience.

As required, valid BC Drivers License and access to a vehicle for business related purposes.
