Job Summary Reporting to the Supervisor – Utility & Technical Support, the Utilities Inspector will be responsible for quality assurance of utility installations within the City's right-of-way.

The Utility Inspector/ Technologist is responsible for the coordination and inspection of municipal consent (MC) plans of various complexities for construction of Fiber Telecommunication utility infrastructure within City Right of Way (ROW). The Utility Inspector acts as the City's liaison with the Utilities and ensures applicable agreements/ standards are followed (Municipal Access Agreements (MAA), Engineering standards, regulations, by-laws) and installations are constructed in accordance with Approved MC's, safely and with minimal disruption to the ROW. The Utility Coordinator is responsible for processing inspections and records for MC permits in the City's Municipal Access Digital permitting management system, facilitating interdepartmental & external co-ordination of system initiatives. Periodic reviews of utility MC's, including necessary coordination, communication and approvals will be required. Assist the supervisor with development and monitoring of guidelines and strategies related to utility infrastructure systems, consistent with the City of Markham's Excellence framework. Utilize project management skills to provide input on permit inspections and scheduling of workload.

Key Duties and Responsibilities

  • Periodic review of and approval of utility permits for Fiber Telecommunication installation projects within the City's right-of-way.
  • Responsible for coordination, management and approval of utility installations within the City's right-of-way.
  • Independently inspect utility installations for Fiber Telecommunication projects in the City's ROW.
  • Through pre-construction and post-construction inspections, ensures construction is planned and completed in accordance with the approved MC plans, traffic staging, tree protection, agreements and restored to the City's engineering standards.
  • Manages the contractors including completing field inspections where necessary, to ensure that the works are carried out in accordance with the approved plans, agreements and City's engineering standards and safety requirements.
  • Utilize AMANDA management system, GIS (ArcMap and ArcGIS), and FoxIt PDF to set out detailed comments / work conditions & issue Permits.
  • Update permit records, documentation and status updates in AMANDA permit management system.
  • Assists in administration and enforcement of Municipal Access Agreement with various utility agencies.
  • Maintains databases and drawing inventories for utility installations.
  • Assists roads operations staff where required.
  • Undertakes special projects and performs other duties as assigned, in accordance with departmental or commission/corporate objectives.
  • Responds to inquiries from staff, internal departments, utility agencies and customers.
  • Supports Supervisor and Manager of Utilities & Right-of-Way in all matters involving the section.
  • Other duties as assigned.

Minimum Requirements and Qualifications

  • Community College diploma in Civil Engineering Technology or related discipline.
  • Member or eligible for membership as a Technologist in OACETT.
  • Minimum of five years of municipal infrastructure servicing and telecommunication design and construction experience (preferably in a municipal or consulting engineering environment).
  • Knowledge of utility infrastructures systems (gas, Hydro, streetlighting, telecommunication, cable, water, sanitary sewer, storm sewer) design, construction details and their impacts on city right-of-way, specifically with respect to existing conditions, constructability and required legislative separations, safety, installation method and materials.
  • Excellent working knowledge of municipal engineering and construction practices, the Ontario Occupational Health and Safety Act, confined space entry.
  • Familiarity with MTO Book 7, Temporary Conditions
  • Knowledge of traffic protection, tree preservation, personal protective equipment and construction site safety/protocols
  • Ability to read and interpret plans and specification.
  • Excellent customer service as well as verbal and written communication skills.
  • Excellent computer skills, including working knowledge of Microsoft Office suite, PDF applications, and GIS applications.
  • Commitment to providing a high quality customer focused service while working in a team oriented environment.
  • Ability to work on own initiative and to organize and coordinate multiple assignment.
  • Valid Class G Ontario driver's license, satisfactory driver's abstract and access to a reliable vehicle.
  • Available to carry out night time inspections (occasionally) outside of normal business hours.
