Job Summary

The Senior Specialist, Procurement - Procurement and Supply Management is responsible for leading the development, analysis and execution of innovative procurement strategies that drive sustainable enterprise value and support the achievement of key organizational objectives. The position handles the delivery of supplier contracts, reports financial benefits achieved through contract negotiations, and monitors supplier performance to ensure compliance. In addition, the incumbent works with the Manager, Category to analyze and present data throughout all phases of the category management process, develops sourcing project plans, prepares procurement process documentation, and leads sourcing events through to evaluation and final recommendation. The position specifically manages a vendor base responsible for delivering essential services related to employee transportation and accommodation, requiring close collaboration with internal stakeholders and external suppliers. Moreover, the incumbent is accountable for ensuring adherence to the CN Procurement Policy and obtaining the necessary approvals throughout the procurement process, as required.

Main Responsibilities

Collaborate with cross-functional teams to gather business requirements for development and execution of Category Management sourcing (RFx) strategies

Evaluate proposals, analyzing Total Cost of Ownership (TCO), and formalizing a final recommendation

Integrate Sustainable Procurement and Supplier Risk Management strategies within the day-to-day procurement processes to uphold CN's commitment to safety and environmental, social, and governance (ESG) performance

Oversee supplier contracts and relationships such as monitoring supplier Key Performance Indicators (KPIs), contractual obligations, invoice and payment management, as well as identifying continuous improvement opportunities

Develop, maintain and enhance CN's approach to the supply market

Create or revise Systems, Applications, and Products (SAP) Purchase Orders (PO) as per business unit requirements

Ensure all commercial terms related to pricing are appropriately administered in the Procure-to-Pay (P2P) process

Report cost benefits against the function's objectives

Coach business unit contract owners to drive performance, optimization, and compliance of contracts

Ensure continuous operations and maintain service resiliency across the CN network

Ensure adherence to CN's Procurement Policy throughout all stages of the procurement process

Participate and support department-wide initiatives

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday and is eligible to participate in a hybrid working model. The role requires being available on-call to respond to operational emergencies. The role requires minimal travel (up to 10%) within North America. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.

Requirements
Experience

Analysis

Between 4 to 5 years of experience in an Analyst or similar role

o Experience in a role supporting railroad operations

o Experience in the hospitality or ground transportation industry

Any experience for these above would be considered an asset

Education/Certification/Designation

Bachelor's Degree in Supply Chain Management, Business Administration, Engineering, Finance, Accounting, or equivalent

Technical Skills/Knowledge

Knowledge of contract structure, terms and conditions and supplier performance principles

Knowledge of financial aspects such as Net Present Value (NPV), TCO, Consumer Price Index (CPI) and Producer Price Index (PPI)

Ability to drive innovative analyses to understand market drivers, identify emerging trends, and evaluate regulatory changes that could impact the business

Strong technical skills related to data analytics tools (e.g., Tableau, Power BI) and presentation of data

Knowledge of category management and strategic sourcing principles

Basic understanding of commercial aspects of product and service categories

Strong Microsoft Office skills (Word, Excel, PowerPoint)

Fluently bilingual, both written and verbal (English, French)

Understanding of railroad operations or transportation industry

Experience with SAP ECC, SAP Ariba, or similar systems

Any knowledge for these above would be considered an asset
