In this role, you will:

  • Provide strategic and operational leadership for clinical services across the Health in Emergencies portfolio, ensuring alignment with organizational priorities, humanitarian standards, and health system needs.
  • Lead the design, implementation, evaluation, and continuous improvement of clinical services supporting emergency preparedness, response, recovery, and risk reduction.
  • Ensure the readiness of clinical personnel, systems, equipment, and processes for domestic and international emergency deployments.
  • Oversee clinical governance, quality, compliance, and technical support for emergency health operations, including Humanitarian Health Services and Emergency Response Units.
  • Lead programme management activities, including planning, monitoring, quality improvement, budgeting, resource allocation, risk management, and operational reporting.
  • Strengthen workforce capacity and strategic partnerships by supporting personnel development, stakeholder engagement, and representation of the Canadian Red Cross in relevant technical and coordination forums.

What we are looking for:

  • University degree in Medicine, Nursing, Public Health, Allied Health Sciences, or another relevant clinical discipline; graduate studies and professional healthcare registration in Canada are assets.
  • Significant experience in clinical services, public health, humanitarian health, emergency management, or related health sectors.
  • Proven leadership experience managing multidisciplinary teams, complex health programmes, and emergency health operations.
  • Demonstrated experience designing, implementing, and overseeing clinical services in domestic, international, and low-resource settings, including emergency preparedness, response, recovery, and outbreak operations.
  • Strong expertise in emergency clinical services, humanitarian health programming, health systems, clinical governance, professional standards, regulatory requirements, and risk management.
  • Exceptional analytical, communication, stakeholder engagement, people leadership, and change management skills, with experience managing budgets, resources, and partnerships in complex and rapidly evolving environments.
  • Fluency in English is required; French is strongly preferred.

Working Conditions:

  • Hybrid work environment, with regular domestic and international travel.
  • Ability and willingness to deploy to emergency operations in Canada and internationally, including disaster-affected, resource-constrained, epidemic, conflict-affected, or insecure environments.
  • Candidates must be medically fit for international travel and deployment in accordance with Canadian Red Cross requirements.
  • The role may require work outside normal business hours, including extended hours and work on short notice, in support of emergency and humanitarian operations.
  • Deployments may involve difficult environmental, physical, and emotional conditions and require adherence to security protocols and effective personal resilience.
  • Ability to work under pressure, manage competing priorities, and make sound decisions in rapidly changing situations.
