The Department of Education and Early Childhood Development (EECD) supports lifelong learning and ensures high-quality education and care for children and students across the province.

The Early Learning and Development Division within EECD is currently working on professional learning and development strategies that align with the vision, values and goals of the New Brunswick Curriculum Framework and is looking for a proactive and motivated individual who is comfortable working in a changing environment, collaborating with a variety of partners and stakeholders to join their team as a Quality Program Consultant.

As the Quality Program Consultant, you have a thorough knowledge of the early childhood sector and early childhood education centres. You have the ability to evaluate inclusive early childhood education practices with attention to detail and analyze results in order to identify and address gaps. You can facilitate groups, virtually or face-to-face, and coach individuals. You are able to adapt quickly, provide high-quality customer service, collaborate with team members and partners, and operate within the values of the New Brunswick Public Service.

What you will do:Reporting to the Assistant Director of Early Learning and Development (Anglophone), the successful candidate will provide leadership and support the development, implementation, monitoring and evaluation of early childhood programs and policies. Working closely with a variety of stakeholders, including government and community partners, operators, and educators, you will demonstrate leadership and provide expert advice, conduct research, and support initiatives towards a quality early learning and childcare system.

The Program Consultant's primary responsibilities will include:

Program Development and Implementation

• Lead the continued development of consistent measurable indicators that demonstrate quality in early learning and childcare, and to align monitoring processes for quality and child development such as the CAT-V, QIPs, and other measures.
• Support program monitoring through continuous quality improvement by collecting, monitoring, and analyzing data to identify areas of improvement and inform decision making and future development related to the CAT-V, Quality Framework, and QIPs.
• Provide training and support related ongoing projects and initiatives.
• Lead the development of projects, initiatives, and services that inform decision-making related to physical literacies and outdoor play in early learning and childcare.
• Lead projects (as required) and assume all roles and responsibilities associated with leading program design including, but not limited to, establishing a guiding team and working groups, conducting jurisdictional scans, analyzing current program data, present recommendations, identify budget pressures, and develop and implement change plans.

Continuous Improvement

• Collect, monitor, and analyze data and feedback from partners and stakeholders (sector, districts, licensing) on projects, initiatives, and services to assess effectiveness, identify areas of improvement, and inform decision making and future development.
• Identify information system requirements to support the delivery of programs and assist with the development of new information systems to meet Departmental program needs.
• Analyze and interpret provincial and national data, program information, research-based trends to inform program development and/or revisions.

Collaboration and Partnership

• Proactively establish, maintain and grow relationships with partners and stakeholders, including providing regular communication updates regarding the status and progress of projects, initiatives and services.
• Represent the division/Department on program related working groups and committees. (Departmental, interdepartmental, and Provincial).

Essential Qualifications:

• A university degree in education or early childhood education, social sciences, or a related discipline as well as five (5) years of related experience.
• Deep understanding of early learning and childcare practices, policies and regulations, including knowledge of the NB Curriculum Framework for Early Learning and Child Care.
• Knowledge of quantitative and qualitative methodology.
• The ability to analyze data to inform continuous quality improvements in early learning and childcare related to the development and implementation of quality measures to assess program quality, evaluate outcomes and recommend improvements.
• An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English is required. Please state your language capability.

Nice to have:

• Experience with various types of technology that facilitate communication and collaboration via distance.
• Knowledge of adult learning principles.
• Extensive experience and knowledge related to developmental or curriculum theory.
• Certificate of completion of the NB Early Learning and Child Care Curriculum Framework.

Wage:

Pay Band 5 - $67,600 - $94,406 annually.

Work environment:

• Management non-unionized position.
• Office location: 250 King Street, Fredericton
• Standard hours of work: Monday - Friday, 8:15-4:30, although some work outside these hours may be required
