Bell is seeking a Senior Manager, Portfolio Management & Planning – Data Centre Infrastructure to lead portfolio?level planning and prioritization across its national data centre program. Reporting to the Director, Business Operations, this role ensures customer demand, funding, delivery capacity, and operational readiness are aligned through disciplined portfolio roadmaps and decision support.
Key Responsibilities- Lead early project definition activities, including objectives, scope, functional requirements, and high?level performance criteria.
- Assess feasibility across technical, operational, schedule, and readiness dimensions prior to initiation of detailed design.
- Proactively identify early?stage risks (technical, regulatory, delivery, operational, commercial) at the portfolio and initiative level.
- Develop preliminary mitigation strategies and readiness assumptions to inform prioritization and sequencing decisions.
- Identify high?level regulatory, permitting, and approval requirements associated with prospective sites and project types.
- Outline anticipated permitting pathways and constraints to inform early feasibility and sequencing.
- Serve as the front door for Engineering and Operations engagement, maintaining a funnel?level view of future sites, capacity needs, and timing assumptions.
- Ensure early demand signals are sufficiently defined and validated before progressing into design or delivery planning.
- Identify long?lead procurement requirements arising from early planning, including items required ahead of site finalization.
- Partner with Procurement to inform long?lead strategies and readiness planning.
- Facilitate early engagement with internal and external stakeholders to gather inputs and ensure alignment on scope, readiness, and assumptions.
- Ensure early decisions and assumptions are documented and communicated to downstream teams.
- 8–10+ years of experience in portfolio management, project planning, business operations, or early?stage project development within data centre, infrastructure, utilities, or other mission?critical environments.
- Demonstrated experience in front?end project definition, including scope development, feasibility assessment, and readiness evaluation prior to detailed design or construction.
- Proven ability to identify early?stage risks (technical, regulatory, delivery, operational) and translate them into actionable planning assumptions or mitigation strategies.
- Ability to structure and communicate ambiguous, early?phase information into clear options, assumptions, and recommendations for leadership decision?making.
- Experience supporting data centre or mission?critical facility development, including greenfield or expansion projects.
- Familiarity with regulatory, permitting, and utility coordination considerations in infrastructure or data?centre?style projects.
- Experience identifying long?lead procurement drivers during early planning phases and partnering with procurement teams on readiness strategies.
- Exposure to portfolio planning, intake governance, or capital planning frameworks in large, complex organizations.
- Comfort working with high?level financial, schedule, and capacity assumptions to support feasibility and prioritization discussions (without owning detailed cost/schedule controls).
- Experience supporting growth?stage or rapidly scaling infrastructure portfolios.
Adequate knowledge of French is required for positions in Quebec.
