What is the opportunity?
As Senior Manager, Regulatory Programs and Strategy, you will play a critical role at the intersection of regulatory change, product strategy, and client experience. You will drive the strategic execution of regulatory and network-driven initiatives that impact Banking and Payments, ensuring our products and platforms remain competitive, compliant, and client-centric. Acting as the subject matter expert for Banking and Payments, you will be responsible for assessing impact and leading partners to deliver timely, compliant solutions.
What will you do?
Lead the end-to-end strategy, planning, and execution of enterprise-wide regulatory and network initiatives, assessing P&L, operational, and client impacts.
Partner with Product, Risk, Legal, Compliance, Operations, IT, and Marketing to translate requirements into scalable product and process enhancements.
Analyze P&L impact, explore strategic alternatives and identify actionable revenue mitigation strategies
Collaborate with Interac to interpret network compliance requirements and lead the implementation of new RBC debit capabilities
Lead the execution and go-to-market for compliance and regulatory programs, such as Bill 72, Bill 20, Department of Finance NSF regulations
Collaborate with government agencies, Canadian Bankers Association and Payments Canada to shape and/or refine legislation through guidance and expert input
Oversee quarterly EAL recalibration campaigns and collaborate with cross-functional teams to refresh strategic approach addressing the evolving fraud landscape
Address client complaints and lead escalations management efforts with Legal, Corporate Communication and Client Care
Oversee the Annual Compliance Program for Interac
Act as subject matter expert for Regulatory Initiatives within Banking and Payments, providing advice, oversight, and coordination across teams to support prudent risk management culture
What do you need to succeed?
Must-have:
University degree
Excellent communication (written and oral: internal, client-facing, and regulator-facing) and stakeholder management skills with proven ability to influence across teams.
Exceptional attention to detail with a commitment to accuracy and clarity in client-facing materials.
Strong go-to-market capabilities and 'client-first' mindset with proven ability to partner and drive results within a complex and matrixed environment.
Project management expertise, with the ability to balance multiple priorities under tight deadlines.
Strong analytical skills to assess impacts, identify trends, and recommend proactive solutions.
Nice-to-have:
Knowledge of retail banking products (debit, payments, chequing accounts).
Proven experience leading enterprise-wide programs, or large-scale issue resolution in financial services.
Familiarity with RBC's operational processes related to payments, deposits, and client communications.
Understanding of regulatory frameworks and best practices in issue management.
Product experience and 'operator's mindset' – Understand the 'why' to optimize client experience and business performance.
