The Department of Transportation and Infrastructure has a broad mandate and is committed to maintaining and improving New Brunswick's public infrastructure. The Department of Transportation and Infrastructure's mission is to contribute to New Brunswick's economy and quality of life by providing and supporting sustainable infrastructure that allows for the safe and efficient movement of people, goods and government services to the public. Not only is the department responsible for managing over 18,000 kilometers of provincial highways, it also manages the planning, design and construction of hospitals, schools and other government buildings.
The Emergency Management Branch was recently created to provide technical and professional support in preparing for, responding to, recovering from, and mitigating emergencies that impact the transportation network. It coordinates with public and private partners to address urgent infrastructure issues during crises, aligning with departmental policies and ensuring clear responsibilities. The branch leads all emergency events in collaboration with internal and external stakeholders. Currently, it includes 21 staff members - among them a Director, Assistant Director, several managers, and support staff. Since its inception, the branch has grown steadily and become a vital part of the Department of Transportation and Infrastructure.
What you will do
Reporting to the Assistant Director, the successful candidate will be responsible for:
- leading emergency preparedness, response, and mitigation initiatives to reduce disaster impacts on the transportation network;
- coordinating emergency planning, policy development, and climate-resilience projects with internal and external stakeholders;
- representing the department at the Provincial Emergency Operations Centre during emergency events and participating in interdepartmental committees;
- overseeing the review and updating of emergency management plans, policies, and operational procedures;
- conducting after-action reviews to evaluate response effectiveness and identify improvements;
- developing long-term mitigation and climate adaptation strategies based on technical studies and data analysis;
- managing mitigation and Climate Change Fund projects in collaboration with other Department of Transportation and Infrastructure branches and external consultants;
- providing technical advice and reviewing reports related to mitigation and emergency planning.

- Standard hours of work: Monday – Friday.

Essential Qualifications:
- University degree in Engineering.
- A minimum of eight (8) years of related experience.
- Registered or eligible for registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of New Brunswick (APEGNB).
- Experience with Microsoft Office Suite.
- Valid Class 5 driver's license as issued by the Province of New Brunswick.
An equivalent combination of education, training and experience may be considered.

Asset Qualifications:
Preference may be given to candidates that demonstrate the following assets:
- experience in emergency management or disaster risk reduction within a public sector environment;
- certification or formal training in Incident Command System (ICS) or emergency operations;
- experience representing an organization on interdepartmental or intergovernmental committees.
Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

SALARY:
Engineer 3: $2,904.87 to $3,976.01 bi-weekly, based on 36.25 hours per week.
Based on Operational Requirements, hours may be designated to:
- 40 hours per week ($3,205.37 to $4,387.32 biweekly) or
- 45 hours per week ($3,606.05 to $4,935.74 biweekly)
Recognition and Retention Premium:
The recognition and retention premium is based on written confirmation of recognition and registration with a Canadian Regulatory body.
- Fifteen (15) years but less than twenty (20) years – 1.0%
- Twenty (20) years but less than twenty-five (25) years – 2.0%
- Twenty-five (25) years – 3.0%
