The City of Saint John's Growth Manger will play a leadership role in developing, executing and evaluating all of the City of Saint John's growth-related efforts. Along with the support of the Chief Administrative Officer as well as the entire Growth and Community Development Services Team, the role will lead the integration of a culture horizontally across municipal service areas and act as the key contact with external growth agencies, partners, and facilities.

The Growth Manager will report to the Director of Growth and Community Support Services, and the role requires a balance between strategic planning and the implementation of action plans, all while ensuring alignment with various growth stakeholders and partners, including municipal, provincial and federal colleagues, agencies, community and private sector partners.

Key Result Areas

Ensure that staff of the Growth team is provided with the opportunity and encouragement to meet or exceed performance expectations.

•Clearly communicating to all staff members their responsibilities and functions, ensuring they understand where they fit within the overall organizational structure.

•Setting appropriate performance standards and coaching staff members.

•Creating a motivating and safe work environment that encourages self-assessment, continuous learning, and improvement, achievement, and accountability.

•Actively participating in the selection of highly competent and motivated staff members.

•Resolving issues, sensitively, confidentially, and effectively.

•Ensuring a positive and productive labour and employee relations climate.

•Other related responsibilities as assigned.

Champion strategic planning within the division, department, municipal government, and the community, to advance a culture of growth.

•Provide strategic policy advice on a variety of growth matters, including, but not limited to: operating budgets, capital budgets, corporate priorities, annual work plans, program development.

•Support the City of Saint John in ensuring that a growth lens is applied to capital and operating budget planning.

•Align activities with Common Council priorities and lead or support the development and implementation of growth plans and strategies related to these priorities.

•Build horizontal synergies and alignment between community growth partners including, Envision Saint John, and the work of the various City of Saint John services areas.

Performance management, economic analysis, and relationship management

•Work in partnership with Envision Saint John and the Saint John Industrial Parks to ensure coordination between the economic interests of the City of Saint John and those pursued by these agencies.

•Build, implement, and evaluate the City's investments in economic development in partnership with Envision Saint John, the Saint John Industrial Parks, and other key city partners. Provide expertise in assessing the effectiveness of strategic plans and economic opportunities presented to, or being pursued by, the City and offer ongoing recommendations to senior City staff, Growth Committee and Common Council on how to effectively grow Saint John.

•Offer unbiased, accurate and timely economic data and analysis to senior City staff, Growth Committee and Common Council to inform progress on economic growth and the performance of the City's economic development investments.

•Support the City of Saint John's participation and leadership with the strategic direction and service delivery of Envision Saint John, the Saint John Industrial Parks and other key economic development partners. Ensure that growth programming meets the City's expectations of strategic plans by way of economic return on investment.

•Report regularly to senior staff, Growth Committee and Common Council on growth efforts and outcomes.

•Champion and lead growth challenges and opportunities involving multiple City departments and stakeholder groups and develop strategies accordingly and as directed by senior City staff, the Growth Committee or Common Council.

Oversee exceptional operational programming and customer service excellence.

•Oversee the Saint John City Market Manager and the overall operations of the City Market, including the implementation of the 10-year City Market Strategic Plan.

•Oversee the City's responsibilities for the Regional Immigration Strategy and coordinate the alignment of its objectives with the City's service areas.

•Manage a team of staff who coordinate various programs and programming such as the Tourism Accommodation Levy, a variety of Municipal Grant programs related to Growth, and all major City initiated events such as Canada Day.

•Oversee the coordination and alignment between the City's growth strategy with the various external partners funded through the Growth and Community Services operation budget, including: Imperial Theatre; Saint John Arts Centre; Trade and Convention Centre; Harbour Station; Aquatic Centre; Market Square.

•Act as the primary coordinator to manage the operations and work of the City of Saint John's Growth Committee, including the development of agendas, pre-review of materials, liaison with internal and external partners, special presentations, etc.

•Promote Saint John as an exceptional community to live, work, study, invest and raise a family.

•Ensure day-to-day synergies between Growth and other departmental divisions, including the One Stop Development Shop, Community Planning and Housing, Community Services, the City Market, and partner agencies, boards, and commissions.

Essential Qualifications:

Education:

Degree in business administration, planning, community development, recreation, public administration, or related field, preferably at a graduate level.

Experience:

Minimum five years of relevant work experience in the areas of project planning, stakeholder relations, policy development, and partnership development.

Familiarity with local government, the Saint John economy, as well as regional and provincial economic and demographic trends.

Experience leading initiatives in partnership with various perspectives and cultures.

Proficiency with Microsoft Office (Word, Excel, PowerPoint, and Outlook).
Strong communication skills both written and oral.

Position involves variable hours, including evenings and weekends, and may require travel within the region, across the province, in Canada and internationally.

The successful applicant may be eligible to participate in a Flexible Time Options Program which includes the option of working a 4 or 5-day work week, subject to business requirements.
