Service New Brunswick (SNB) is seeking an independent and self-motivated bilingual individual to join the Business Application Services branch within the Technology Services division as a Senior Business Systems Analyst. The SNB Technology Services Division provides technology services to all Government of New Brunswick departments and Regional Health Authorities. Reporting to the Manager of Business Application Services (supporting the Department of Education and Early Childhood Development (EECD)), the Senior Business Systems Analyst will be responsible for analysis, design and support of business applications.

Your responsibilities will include but are not limited to:

  • interacting with members of both the anglophone and francophone sectors of EECD
  • fulfilling the role of Business Systems Analyst in both official languages
  • eliciting business requirements for existing and new systems development projects
  • reviewing current and previously solicited functional business requirements and system requirements
  • providing system design, business rules and direction to software developers for system implementation or maintenance activities
  • creating epics, features and user stories in Azure DevOps
  • leading and facilitating workshops with subject matter experts and stakeholders to review current and future business processes using business modeling techniques
  • liaising with the subject matter experts
  • perform research as required
  • assisting in the preparation of technical deliverables. For example:
  • Use Case / Business Model
  • Gap Analysis
  • Privacy impact assessment
  • Reporting Requirements
  • Implementation Plan

ESSENTIAL QUALIFICATIONS: A university degree in Computer Science or a related discipline with a minimum of five (5) years of recent experience as a Business Systems Analyst involving analysis/documentation of business processes and identification/documentation of business requirements.

Subject to the response to this competition, an equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate they have hands-on experience in one or more of the following areas:

  • Experience with the creation of User Stories, Features and Epics in Azure DevOps
  • Experience with Agile frameworks
  • Experience in eliciting business requirements for translation into system requirements
  • Experience in documenting existing business processes and developing new business processes to support the implementation of new technical solutions using use case modeling concepts and tools
  • Experience with Use Case analysis
  • Experience with the AMANDA Suite of Products
  • Experience with Power BI dashboards
  • Experience in leading and facilitating user workshops to uncover and define requirements
  • Experience in the implementation of technical solutions in an operational environment, both technical and business
  • Experience with "Gap Analysis" process used to identify to new/changed business requirements with respect to existing or off-the-shelf products
  • Experience in security relating to data confidentiality and client privacy issues in application design and development
  • Business Analyst Certifications such as IIBA-CBAP, PBA-PMI, IQBBA

OPERATIONAL REQUIREMENTS:

  • Remote or in-person work opportunities available as determined by assignment and supervisor.
  • Some weekday evening and weekend work hours may be required on occasion.
  • Occasional paid travel to Fredericton may be required if the candidate is not located in Fredericton, and you must possess a valid driver's license.
  • Candidates will be required to undergo Criminal History Clearance prior to appointment.
