The Department of Health has an opening for the Manager of Fee-for-Service with the Medicare & Physician Services Branch in Fredericton.

As the Manager of Fee-for-Service, provide daily operational and team management to the Adjudication, Practitioner Enquiries & Liaison Services, and Fee-for-Service units. Specifically, this position will:

  • Provide business knowledge and technical expertise to assist with the development and monitoring of deliverables, operational decision-making, and program/service planning;
  • Analyze trends, conduct policy/physician remuneration research, and develop recommendations for special physician remuneration projects and strategic initiatives, to improve/enhance services, and to resolve disputes with physicians and beneficiaries;
  • Provide subject matter expertise, information, and advise staff and stakeholders on the application and interpretation of the Physicians Master Agreement, annual distribution changes, and associated NB Physician's Manual billing rules;
  • Participate in branch productivity and capacity planning activities;
  • Participate in recruitment activities such as screening applications and conducting interviews;
  • Develop employee work plans, conduct performance evaluations, provide leadership and coaching to staff, and participate in conflict resolution/mediation as required;
  • Provide advice and guidance to staff for physician billing enquiries, payment decisions, and claims assessment;
  • Apply knowledge, interpretation, and application of the Physicians' Manual, Medical Payment Act, Medicare's policies and procedures to daily activities;
  • Resolve disputes with physicians and beneficiaries by researching/investigating issues and mediating a resolution with internal and external stakeholders;
  • Organize the Department of Health's presentation to the Physician Appeal Adjudicator or the Insured Services Appeal Committee;
  • Participate in initiatives, committees, and working groups, including the NB Medical Society's Joint Oversight Committee, for physician remuneration methodologies or issues.

Essential Qualifications:

  • Bachelors degree in Business, Health Administration, Public Administration, or another related field;
  • Coursework in Medical Terminology, and
  • A minimum of five (5) years of related experience, which includes at least two (2) years of experience managing employees.
  • An equivalent combination of education, training and experience may be considered.
  • Written and spoken competence in English and French is required. Please state your language capability on your application

A candidate who meets the essential qualifications, except for coursework in Medical Terminology, may be considered if they demonstrate on their application that they areenrolled in or are willing to enroll in an online Medical Terminology Certificate. Successful completion must be achieved.

In the event that this competition poses difficulties in recruiting a qualified candidate, a covering off appointment at a lower level may be made. In that case, candidates with less than the required related years of experience may also be considered.

Asset Qualifications: Preference may be given to candidates that possess the following asset qualification:

  • Experience interpreting or analyzing policies and regulations, particularly related to health care (i.e., Physician Master Agreement, Medical Payment Act, etc.)

Candidates may be required to demonstrate on their application one or more of the asset qualifications, in addition to the essential qualifications, in order to be given further consideration.

Salary: $65,936 to $92,092 per annum (Pay Band 5)
