Job Summary
Reporting to the Provincial Manager Agency Recruitment and working as part of the Agency Recruitment team, the Project Manager Agency (Strategic Workforce Deployment) plays a pivotal role in ensuring the effective deployment of clinical staff across Newfoundland and Labrador Health Services (NLHS). This position manages the complexities of transient staffing, including coordination of fly-in/fly-out logistics, onboarding into different/combined NLHS zones and positions and agency and ensures the seamless integration of locums into various healthcare settings. The Project Manager develops, researches, recommends and implements HR best practices with respect to strategic workforce deployment and leads continuous improvement activities; and assists with talent acquisition projects as required.

The Project Manager collaborates closely with clinical program managers, recruitment agencies, and internal stakeholders to determine demand and maintain a steady supply of qualified clinical personnel, upholds patient care standards, and supports the overarching talent acquisition strategy and analyzes staffing data to inform decision-making and optimize resource allocation.


Enhanced Responsibilities:
Coordinate the deployment of clinical staff, ensuring alignment with operational demands and patient care requirements including develops a clinical prioritization tool to assist.
Oversee the onboarding process for transient staff, facilitating their transition into acute care settings and overseeing clinical requirements for placement.
Manage logistics for fly-in/fly-out staff, including scheduling, travel arrangements, and accommodation, to ensure timely and efficient staffing solutions.
Collaborate with clinical program managers to assess staffing needs, contribute to recruitment strategies, and assist in addressing related to personnel concerns.
Contribute to compliance with clinical standards and regulatory requirements in the deployment and management of transient staff.


Job Qualifications
Education & Experience
Bachelor?s degree in nursing, Health Sciences, or a related healthcare discipline is required.
Minimum of five (5) years of experience in clinical staffing, workforce management, or recruitment within a healthcare and unionized environment.
Demonstrated experience in coordinating staff, managing contracts and integration into clinical teams.

Competencies (Knowledge, Skills & Abilities)
Knowledge of LEADS, LEAN philosophies, HR tools and best practices and the ability to manage and direct continuous improvement, and quality processes/services.
In-depth understanding of clinical workflows and patient care delivery models.
Strong organizational skills with the ability to manage multiple staffing initiatives simultaneously.
Excellent communication and interpersonal skills to effectively liaise with clinical staff, agency representatives, and internal stakeholders.
Ability to analyze staffing data to inform decision-making and optimize resource allocation.
Knowledge of project and change management systems and practices.
Knowledge of occupational qualifications and industry standards as it relates to healthcare.
Ability to manage change through leading, motivating, and empowering staff.
Demonstrated ability to work independently and to use discretion and good judgment indecision-making. Demonstrated strong project management skills.
Demonstrated understanding of selection processes and qualifications.
Demonstrated ability to work collaboratively within teams and consult effectively with all levels of the organization to achieve results.
Demonstrated strong organizational skills with the ability to effectively manage high volumes of work with multiple and competing priorities/deadlines.
Demonstrated high-level oral, written and presentation skills in order to effectively communicate.
