The Department of Agriculture, Aquaculture and Fisheries is seeking an individual for the position of Manager, Livestock Sector Development, in Fredericton or Sussex.

The Livestock Sector Development Branch collaborates with the livestock and livestock feed sectors to improve profitability, competitiveness, and sustainability through the provision of technical advisory services; adaptive research; regulatory oversight; industry liaison and development and implementation of strategic sector initiatives and programs to support economic development and growth.

As a member of the Livestock Sector Development Branch, and reporting to the branch Director, the Manager is responsible for the following:

  • Leading and supervising sector Specialists and Regional Development Officer staff serving the livestock and livestock feed sector.
  • Overseeing the delivery of the Sustainable Canadian Agricultural Partnership (SCAP) Risk Management and Food Safety program and livestock specific programming; serving as Registrar of the Livestock Operations Act;and overseeing the New Brunswick Grain Commission and the administration of the Livestock Premises ID program.
  • The manager is responsible to ensure departmental and branch objectives are met by developing individual work plans, providing leadership and coaching, identifying training opportunities, evaluating employee performance, and establishing priorities. The manager is responsible for developing and delivering programs, providing technical and expert advice to senior management, overseeing regulations (Livestock Operations Act and NB Grain Act) with support for regulatory reviews, developing and implementing strategies, preparing briefing notes and various ministerial correspondence, and developing protocol for various procedures.
  • The manager will lead or participate in Federal, Provincial and Territorial, national, provincial, and regional committees as required, provide direct support to the branch Director, in addition to other tasks as required, including serving as oversight for the Sussex and Moncton office buildings.
  • The Manager will play a key role, alongside sector Specialists, as liaison with livestock sector commodity associations addressing strategic issues and opportunities. In addition, oversee support to the NB Fairs and Exhibition Association and community pasture leases.
  • Performing other related duties as assigned.

ESSENTIAL QUALIFICATIONS: A Bachelor of Science in Agriculture, or a related degree; a minimum of seven (7) years of progressively more responsible experience in agriculture; and a minimum of one (1) year of supervisory experience or formal supervisory training. An equivalent combination of education, training and experience may be considered.

ASSET QUALIFICATIONS: Preference may be given to candidates that demonstrate experience and knowledge in one or more of the following: agriculture program development and delivery; leading and mentoring staff; working with producers and producer groups; technical knowledge of livestock production; agricultural land management and development; policy, report, and strategy development; client service; regulatory oversight; a minimum of two (2) years of supervisory experience. Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

OPERATIONAL REQUIREMENTS: Must be prepared to travel throughout the province as required, including occasional overnight stays; represent the province on sector related issues at the inter-provincial and national level, as required; and possess a valid Class 5 driver licence as issued by the Province of New Brunswick, or equivalent.

SALARY: $91,832 to $111,124 per annum
