The Position

Reporting to the Director of Mental Health and Housing Programs, the Program Manager is responsible for overseeing the research, planning, development and delivery of high quality, professional, effective and accountable transitional housing and mental health services for women and gender diverse people. As a collaborative member of the Management Team, the Program Manager plays a leadership role within the organization.

What You'll Do

  • Research transitional housing models across the country for women and gender diverse people experiencing homelessness, who have histories of criminal justice involvement and/or violence.
  • Consults internal and external partners, including program participants, on the proposed transitional housing model.
  • Leads the development and implementation of the new transitional housing model, including the development of a referral form and intake assessment process.
  • Manages the programming, development and administrative functions of the new transitional housing program and the Just Us Women's Centre.
  • Ensures the transitional housing services are effective and responsive to the needs of the population.
  • Oversees and manages the intake assessment process for the transitional housing units and waitlists.
  • Provides consultation and direction to the staff team regarding services and supports offered to program participants to ensure program effectiveness.
  • Responds to incidents in a timely and effective manner, in consultation with the Director of Mental Health and Housing Programs.
  • Evaluates the effectiveness of the program through clinical supervision, client feedback and program delivery assessment.
  • Oversees the in-reach work of the Just Us staff team and maintains contact with correctional staff as needed.
  • Provides oversight and meets contract requirements for Correctional Services Canada.
  • Manages financial expenditure and ensures adherence to the program budget.
  • Develops program related guidelines and ensures adherence to organizational policies and procedures.
  • Works with the Human Resources Specialist to recruit, screen and hire new staff.
  • Ensures the provision of thorough orientation of all new staff.
  • Provides ongoing supervision of staff through clinical supervision, annual performance reviews, and as challenges arise.
  • Identifies and arranges relevant staff development and training.
  • Oversees staff leave and ensures staff are scheduled based on program needs.
  • Facilitates team meetings and provides leadership and feedback to the staff.
  • Completes reports for government funders and community partners as required.
  • Engages and works collaboratively with community partners in addressing homelessness issues at the micro, mezzo and macro levels.
  • Ensures necessary repairs and maintenance of the physical building are addressed.

What You'll Bring

  • Post-Secondary Degree in social sciences field such as social work, psychology, nursing etc. (Graduate Degree would be an asset).
  • Must be registered with appropriate governing body (if applicable) such as the Newfoundland and Labrador College of Social Workers.
  • Minimum of 7 years of experience in a clinical setting including working with the target population of the program.
  • Minimum of 5 years of supervisory and/or management experience
  • Research and program development experience
  • Equivalent combination of education, training and experience will be considered.
  • Extensive knowledge and experience in mental health, substance use health, harm-reduction, housing and homelessness, recovery, trauma and resiliency, conflict resolution, and crisis intervention
  • Strong supervisory/management skills.
  • Criminal Record Check with Vulnerable Sector Check.
  • Reliability Status with the Public Services and Procurement Canada.
  • Valid driver's license required and access to a reliable vehicle.
  • Must be insurable on the company vehicles.

The Details

This is a full-time permanent position. The salary for this position is $82,646.31 - $89,404.09. Stella's Circle offers health and dental, long term disability insurance, life insurance, matching RRSP plan, sick leave, personal leave, management leave and three weeks vacation.
