The Financial and Consumer Services Commission (Commission) is a leader in integrated financial and consumer services regulation. The Commission's mandate is to protect consumers and enhance public confidence in the financial and consumer marketplace through the provision of regulatory and educational services. With offices in both Fredericton and Saint John, it is responsible for the administration and enforcement of provincial legislation regulating mortgage brokers, payday lenders, real estate, securities, insurance, pensions, credit unions, trust and loan companies, cooperatives, unclaimed property, and a wide range of consumer legislation. The Commission is a self funded Crown corporation responsible for the administration and enforcement of financial consumer services legislation.

Compliance Officer - Financial Institutions Division (Fredericton office)

The Financial and Consumer Services Commission (FCNB) is seeking a detail-oriented and analytical Compliance Officer to join our Financial Institutions Division. Reporting to the Senior Compliance Officer, this role plays a vital part in protecting consumers and strengthening public confidence in New Brunswick's credit unions, cooperatives, and loan & trust companies. This position requires up to 50% travel for on-site inspections, meetings with credit unions and participation in industry conferences.

Your Focus

Loan and Trust Companies

  • Plan and conduct annual desk reviews to assess compliance and operations
  • Issue licenses in accordance with legislative requirements
  • Respond to public and industry inquiries related to loan and trust companies

Credit Unions (under the Credit Unions Act)

  • Support the development of risk-based supervision and compliance strategies
  • Assist in planning, scheduling, and conducting desk and field inspections, and monitor credit union performance
  • Carry out examinations, inspections, and financial reviews; prepare reports and recommendations based on findings and professional judgment
  • Stay informed on industry standards, best practices, and regulatory trends, including developments in other jurisdictions
  • Contribute to the five-year legislative review of the Credit Unions Act

What you bring

  • Bachelor's degree in Business Administration, Commerce or a related field
  • A professional accounting designation is considered an asset
  • 3 to 5 years of relevant experience. Experience in corporate governance, credit risk management, capital and liquidity management, market risk, operational/compliance risk, financial and business analysis, interpretation and application of legislation or experience within the credit union system is considered an asset.
  • Experience preparing professional documentation including reports, briefing notes and presentations to Senior Management Teams and Boards
  • Detail orientated and able to work independently
  • Excellent interpersonal skills
  • Able to work co-operatively with a variety of individuals and personalities and convey messages with tact and diplomacy
  • Capable of taking the lead on complex assignments
  • Excellent communication skills, verbal and written
  • Ability to communicate in both official languages is an asset
  • Proficient in MS Office
