The Financial and Consumer Services Commission (Commission) is a leader in integrated financial and consumer services regulation. The Commission's mandate is to protect consumers and enhance public confidence in the financial and consumer marketplace through the provision of regulatory and educational services. With offices in both Fredericton and Saint John, it is responsible for the administration and enforcement of provincial legislation regulating mortgage brokers, payday lenders, real estate, securities, insurance, pensions, credit unions, trust and loan companies, cooperatives, unclaimed property, and a wide range of consumer legislation. The Commission is a self funded Crown corporation responsible for the administration and enforcement of financial consumer services legislation.

Business Analyst - Securities Division (Saint John office)

If you're passionate about making a real impact through strategic process improvements and technical innovation, we want you on our team! Join our dynamic team where you'll play a key role in the Canadian Securities Administrators' (CSA) National Systems Renewal Program (NSRP). As a subject matter expert, you'll represent the Commission in various NSRP working groups, liaising with IT on technical enhancements and organizational change management. You'll be responsible for monitoring and optimizing in-house systems, ensuring alignment with regulatory processes, and supporting business requirements for system development and enhancements. Additionally, you'll conduct data analysis, generate custom reports, and act as a business analyst for other regulated sectors.

Your Focus

  • Oversee all changes and enhancements to the Division's internal systems; main point of contact for the IT resources and for national systems.
  • Represent the Commission on the NSRP project, and participate on other CSA committees, including those responsible for regulatory systems development and data analysis.
  • Facilitate regulatory requirements gathering sessions and develop requirements specification documents, including business, functional and system requirements, with lead.
  • Analyze current business processes and workflows to improve efficiency; research and gather information about current and future regulatory systems and processes to identify potential gaps.
  • Work with Commission and regulatory stakeholders to understand business needs and translate them into functional requirements.
  • Act as liaison between business and IT technical teams to ensure alignment on requirements.
  • Review test cases to ensure proper coverage of the requirements are being tested.
  • Support internal training sessions with staff to assist in the transition to the new systems and processes using custom-developed training materials.
  • Communicate key decisions, issues, and risks to the project manager, as well as identify interdependencies and scope changes to project manager.

What you bring

  • University degree in Information Technology, Business or a related field.
  • 5+ years of business analysis experience, with a demonstrated ability to work independently.
  • 5+ years of system development experience is required.
  • Strong planning and communication skills, both oral and written, and an ability to explain technical topics and/or issues to non-technical users.
  • Knowledge of, or willingness to learn, CSA regulatory filing systems and functionalities.
  • Experience in gathering and documenting business requirements and creating detailed documentation and reports.
  • Attention to detail and an eye for process improvement opportunities.

Additional Strengths and Assets

  • Certification in Business Analysis (IIBA, PMIPBA, CABA)
  • Knowledge of securities statutory filing requirements
