FCNB is a leader in integrated financial and consumer services regulation. FCNB's mandate is to protect consumers and enhance public confidence in the financial and consumer marketplace through the provision of regulatory and educational services. With offices in both Fredericton and Saint John, it is responsible for the administration and enforcement of provincial legislation regulating mortgage brokers, payday lenders, real estate, securities, insurance, pensions, credit unions, trust and loan companies, cooperatives, unclaimed property, and a wide range of consumer legislation. The Commission is a self funded Crown corporation responsible for the administration and enforcement of financial consumer services legislation.

Advisor, Talent Development & Compensation - Human Resources, Business Planning & Accountability Division (Saint John office)

Your Focus

As the Advisor, Talent Development & Compensation, you will play a pivotal role in driving our talent development and compensation strategies. Your efforts will ensure that employee growth opportunities and reward systems align with our organizational goals. You will design and implement comprehensive learning and development programs that support employee development, leadership growth, and succession planning. Additionally, you will manage the Commission's compensation structure, conducting market research, overseeing compensation cycles, and providing expert advice for competitive and equitable pay practices.

Key Responsibilities

Talent Development:

  • Collaborate with the Director of Human Resources to create and implement a comprehensive organizational learning and development plan aligned with the Commission's strategic objectives and core values.
  • Develop, design, and coordinate innovative learning and development initiatives tailored to identified employee needs, ensuring they address skills gaps and foster professional growth.
  • Conduct thorough needs assessments utilizing diverse data sources (e.g., employee feedback, performance metrics, industry benchmarks) to identify training gaps and evaluate the effectiveness of existing programs.
  • Spearhead the planning, development, and administration of leadership development programs that equip employees with the necessary skills and competencies for future leadership roles, continuously assessing and enhancing these initiatives.
  • Measure the impact and return on investment of learning and development initiatives through established metrics, and leverage data-driven insights to advocate for further investments in employee development.

Total Compensation:

  • Partner with the Director of Human Resources to continuously monitor, evaluate, and enhance the organization's compensation strategy, ensuring it reflects market competitiveness while aligning with organizational values and goals.
  • Oversee the administration of compensation-related processes, including the planning, execution, and reporting of annual compensation cycles.
  • Lead the development of the annual salary budget submission, ensuring alignment with strategic financial goals and providing recommendations based on comprehensive market research and internal equity considerations.
  • Conduct ongoing analysis of compensation trends, cost-of-living adjustments, and merit increases, providing actionable insights and recommendations to support equitable pay practices and enhance the organization's competitive position.

Employee Coaching and Development:

  • Provide coaching and mentorship to employees on performance management and career development, ensuring leadership potential is nurtured.

Employee Engagement and Workplace Relations:

  • Design mechanisms for employee feedback, manage inquiries and complaints, and coordinate employee offboarding.

Employee Wellness:

  • Lead the execution of the Commission's health and wellness strategy, manage vendor agreements, and analyze wellness trends to enhance employee well-being.

What you bring

  • Education: A Bachelor's Degree in Human Resources, Business Administration, Organizational Development, or a related field is required. Advanced degrees or specialized certifications will be considered an asset.

Experience:

  • A minimum of 5 years of progressive experience in learning and development, particularly in creating and implementing organizational learning plans, designing training initiatives, and managing L&D programs.
  • At least 5 years of experience in compensation management, with a focus on overseeing salary structures, conducting job evaluations, and analyzing market trends to inform strategic compensation decisions.

Technical Skills:

  • Proficiency in Learning Management Systems (LMS) design, implementation, integration, and maintenance, with 3+ years of hands-on experience.
  • Familiarity with compensation analysis tools and methodologies to assess market competitiveness and ensure equitable pay practices.
  • Competencies:
  • Strong communication and relationship-building skills to engage and influence stakeholders at various levels within the organization.
  • Ability to analyze data and metrics to evaluate the effectiveness of learning and development initiatives and compensation strategies, translating insights into actionable recommendations.
  • Proven experience in managing multiple priorities and projects simultaneously, ensuring timely and accurate delivery of program objectives while adhering to budget constraints.
  • Capability to set priorities effectively, anticipate organizational needs, and adapt quickly to changing demands in a fast-paced environment.

Additional Strengths

  • Possession of a Professional HR certification (e.g., CPHR, SHRM-CP/SCP) is highly desirable, or a commitment to pursuing such certification is strongly encouraged.
  • Demonstrated experience in coaching and mentoring employees and managers in performance management and career development, fostering a culture of continuous improvement.
  • Experience in managing relationships with training consultants and vendors, ensuring that the services provided meet organizational needs and deliver value.
  • Certifications in Adult Learning, Education, or Compensation (e.g., CCP, GRP, ACCP) will be considered a strong advantage.
  • Familiarity with employee wellness program management, including the development and implementation of health and wellness initiatives.
  • Willingness to travel between the Fredericton and Saint John offices will be required.
