Job Summary:

The Employee Payroll Specialist is responsible for performing end-to-end payroll processes in a timely and accurate manner in accordance with VON HR policy and programs. This includes preparation, auditing, distribution and reporting processes, providing support for payroll accounting, regulatory reporting and filing requirements. Accountable to oversee day to day payroll operations along with the Payroll Manager. Train new staff members applying the Lean Method and Principals.

Responsibilities:

  • Responsible to ensure that all ESS Payroll Coordinators/Verification are adequately trained (on an ongoing basis) to support the Team so that payroll is completed in a timely manner in accordance with all legislation, VON processes and policies, and collective agreements;
  • Delegate to ensure cover for of any absent staff member for both Verification and PSC Coordinator
  • Comprehensive knowledge of all 35 union agreements
  • Works closely with the Client Service Associate (CSA) Leads, Operational Management Leads, Site Managers and Payroll teams.
  • Assist other Payroll Specialist's in various regions to solve complex payroll issues.
  • Stay abreast of any non-union, union contract changes or provincial and federal legislation changes and share this knowledge with the teams advising of the impact.
  • Assisting with UAT testing such as configuration changes related to the employee profile and bargaining units for respective sites.
  • Assist Payroll Manager's backup for EI and HRDC for all employment and payroll related inquiries.
  • Process payroll-related third-party payments CRA, EHT, WSIB/WCB and other remittances such as union dues and garnishees and ensure payments, submit in a timely manner to ensure penalties are not incurred.
  • Works closely with ESS Manger and Labour Relation Officers with any grievance's, ministry of labour and or arbitrations related to employee earnings or dissatisfactions.
  • Maintains up to date knowledge of all federal, provincial and labour standards and collective agreement changes to ensure that the system of records is reflective of regulation standards.
  • Performs analysis to assist with identifying system issues and documents additional factors; such as: training and date specification's, updates if required, once changes have been implemented into the system of record.
  • Identify opportunities for improvements, efficiencies and effectiveness, applying the Lean Principals.
  • Assist with various transaction activity in the payroll system as required.
  • Monitors the daily performance and work flow of the ESS Payroll Coordinators/Verification team.
  • Liaison with Finance management teams, Operational teams and employees regarding collective agreement interpretation and/or payroll understanding.
  • Ensures the new hire forms, change forms and termination forms are completed in a timely manner as to not to interrupt the payroll process, assisting and coaching, if gaps or training is required will document and put a plan in place for future use.
  • Responds to payroll inquiries and reports the inquiry by recording the response times and resolution. If employee education is required bring the issue to the attention of the management team with a plan of improvement.
  • Completes performance evaluations and yearly objectives for the team members presenting to Manager for approval.
  • Participates and/or leads projects as required and assigned by Sr. Director, Employee Services Support or Manager Employee Services Support.

External and Internal Relationships:

  • Build and manage relationships with cross-functional team members, CSAs, HR, Lean Team, Operational Teams, Finance and TA and union bargaining units.
  • Build and manage relationships with payroll vendors such as CRA, HRDC, WSIB, EI Officers, EHT.

Education, Designations and Experience:

  • A degree or diploma in an Accounting, Payroll and or Business Administration field.
  • A minimum of 6 years of related experience providing payroll services in an automated environment.
  • A minimum of 5 years in payroll processes, human resources management.
  • Good standing as a member with the Canadian Payroll Association is considered an asset.
  • Knowledge of SAP, Celltrak, Procura and HRIS Systems strongly preferred.
  • Experience with both union and non-union environments an asset.
  • Experience in Business process improvement, Lean Method and applying Lean Principals.
  • Demonstrated experience in managing full cycle payroll, definite asset.
  • Knowledge of provincial /federal legislation that relates to payroll.
  • Experience in not for profit or health industries an asset.

Skill Requirements:

  • Able to manage others effectively, able to coach and mentor a successful customer service team.
  • Efficient to work as a team member and to be able to supervise staff and demonstrate as a strong leader.
  • Highly proficient in Microsoft Office and Excel.
  • Ability to create, review and write policies and procedures, related to payroll processing and scheduling.
  • Strong attention to detail, effective problem solving and analytical skills.
  • Have solid customer service direction.
  • Excellent written and verbal communication skills.
  • The capacity to adhere to strict confidentially.

  • A current and original copy of a satisfactory Criminal Records Check.
  • Flexibility in work hours and ability to work overtime as required
