Reporting to the Director of Digital Health, Innovation and Artificial Intelligence, the incumbent of this position will be responsible for analyzing the IT business needs of the organization. The incumbent will study the context, assess the issues, risks and impacts, and develop comparative studies in order to propose IT solutions that meet IT business needs that are aligned with the organization's strategic and technological directions. To complete their tasks, they will have to establish a line of communication and work closely with all IT departments (SNB), users and suppliers, to ensure that needs are met effectively.


  • University degree in computer science or in a related discipline or a strong combination of education and experience;
  • Minimum of five years' experience in information technology, including at least two years in the role of IT business project analyst;
  • Mastery of needs analysis and validation methods related to project initiatives;
  • Mastery of process and use case modeling concepts and techniques (e.g., BPMN);
  • Mastery of project cost and effort assessment techniques, process streams, monitoring reports and anomaly documentation;
  • Able to manage requests for changes, determine impacts and identify risks;
  • Management of quality assurance process;
  • Knowledge of concepts related to information systems and their environment;
  • Knowledge of system inoperability concepts;
  • Knowledge of health network systems;
  • Knowledge of project management approaches and tools;
  • Knowledge of BABOK or training/certification in business analysis considered an asset;
  • Recognized certification in the field of information technology or project management considered an asset;
  • Ability to understand the needs of users and their impact on the IT environment;
  • Strong analysis skills;
  • Tolerance for ambiguity;
  • Problem-solving oriented
  • Detail-oriented;
  • Adaptable and able to manage several projects at a time;
  • Strong management, planning, negotiating and problem-solving skills;
  • Strong communication and writing skills in both official languages;

  • Proven ability to simplify and adapt the level of technical information for the intended audience;
  • Ability to manage several projects simultaneously.

  • Ability to manage complex projects with multidisciplinary teams;
  • Demonstrate initiative and leadership;
  • Be functional in both official languages (written and spoken);
  • Ability to work independently and as a team member;
  • Physical ability to perform assigned duties;
  • Good previous work history (performance and attendance);
  • Adherence to professional ethics principles, to the Network management philosophy and organizational values;
